• The CDE plans to replace the CELDT with the
English Language Proficiency Assessments for
California (ELPAC) system by 2015–16.
• The ELPAC will be developed to be aligned to
the 2012 English Language Development (ELD)
Standards. The CELDT was based on the 1999
ELD Standards.
• The 2012 ELD Standards are aligned to the
California Common Core State Standards for
English Language Arts.

• The 2012 ELD Standards have three
proficiency levels (Emerging, Expanding,
Bridging) whereas the 1999 ELD Standards
had five (Beginning to Advanced).
• If additional funding is approved, the ELPAC
will include an initial (diagnostic) screener to
serve the initial identification test purpose.
• The annual summative test will be moved to
the spring. It will be used to measure the level
of English proficiency and progress in learning
English.
