Improve coordination and avoid fragmentation
Prepare and deliver an Action Plan to improve PP
performance for ESIF during 2014-2020
REGIO (Chair), MARKT, EMPL, AGRI, MARE, EIB
ESIF DG's have most "in the field" knowledge
MARKT focus is on policy (transposition and
application of PP Directives) and implementation

Objective: to obtain a significant reduction of
irregularities in public procurement contracts and add
value for public money
FOCUS
ON PREVENTIVE ACTIONS!
1. Spread knowledge of EU PP rules at the level of all
stakeholders
2. Reinforce administrative capacity (trainings,
knowledge & good practice exchange)
3. Better preparation of tenders and projects
4. Reduce error rate

Action Plan - Priorities
Prepare & disseminate PP Guidance for
Practitioners on the avoidance of errors in ESIF
Stock-taking/analysis of MS lessons learned,
dissemination tools, good practices of PP capacity
Training/Guidance on how to follow-up on Public
Procurement weaknesses
MS specific initiatives (RO, BG, IT, EL)
Trainings for new PP Directives (DG MARKT)
PP as a strategic tool for Cohesion Policy
e-procurement, Green PP, Innovation (DGs ENTR
and ENV)
