TMSS Presentation on
Building Human Capital:
Education Program for the Excluded
Background
In the year 1964 TMSS established by beggar and house
worker at Thengamara and surrounding villages.
Due to damage by liberation war the dis-organized
those destitute women members organized in the year
1980 by Prof. Dr. Hosne-Ara Begum.
Cause of establishment of Thengamara Mohila Sabuj
Sangha (TMSS) due to exploitation discrimination and
torcher towards poor people. That is why the nature of
the organization is rights based.
Background
Initially 126 women work force and 206 mon rice was
the capital, (1 mon=40 kg) .
All the founder member were illiterate, so they think
education is golden deer.
The main activity of TMSS was IGA and education.
They are very eager for higher education for their
family and relatives.
Background
TMSS is able to formulate affordable education for
middle and lower level and the excluded also.
The general people of dis-advantaged area request
TMSS to establish multi-literal and multifarious
educational institutes.
Arrangement of special rights and entitle to access
Education by TMSS group member.
Why educational institutions in TMSS
Unemployment reduced by education.
So many hardship and unpleasant particularly poverty
causes by unemployment.
Unemployment and low social status causes by
non-education.
Technical education and appropriate education is very
costly and un-reachable by middle and lower level family.

 No expenses are incurred for the Governing Board members.

Total number of graduate student is about 45803.
 Residential expenses is very reasonable and categorically rebated.
 Canteen and catering system is very hygienic, ingredient are TMSS own
product (organic agriculture).
 Institutional campus are politics and conflict free, smoking and drugs free.
 Student supervision is very intensive by individual hostel super at both TMSS
and TMSS Affiliated hostels.

 Guardian-Teacher Conference (GTC) is regular with accountability analysis.

 Guardian-Teacher Award (GTA) is regular which
enhance competition and compliance.

public institution but accountability is like
aggressive entrepreneur.

 Separate job linkage desk are engaged for job
opportunity and placement.
 The result of all exam are very excellent due to
strict lessons delivery management.
 TMSS Students Welfare Shanga (TSWS) centrally
and sub-Sangha in each institution is working to
promote student leadership and social worker.

Problem and constraints of educational institution
People expectation towards TMSS to make them
non-contributory as like as public institution.
TMSS financers and Micro-Credit Regulatory
Authority (MRA) are not much convincing to
allocate fund for education.
TMSS group member and ultra-poor families are
unable to pay education cost.
Problem and constraints of educational institution
 Many meritorious and potential students of ultrapoor families are not getting chance to education
in TMSS institutions.
 Expectation of solvent families to get free
education as like micro-credit borrower.
 Guardian of potential and meritorious students are
reluctant to engage with education.
Opportunity and strength of Education
Bangladesh Technical Education board provides
certificate for student to TMSS as Competency Based
Training Institution.
Low literate, very potential un-skill youth become
skill under CBT and Certification.
TMSS authority is very friendly for Competency Based
Training.
Opportunity and strength of Education
Financing authority like PKSF and Micro-credit
Regulatory Authority (MRA) are becoming very kind
and friendly towards education for the excluded.
Total contribution amount for full and half free
students is about 1000 Million ( 85 core) taka.
 For life skill education through micro-finance group is
about 30 lac persons.
 Govt. and education friendly NGOs such as Campaign
for Popular Education supporting to TMSS
Conclusion:
TMSS working experience for more than 34 years with
community people in rural, semi-urban urban and
hard to reach areas in the context of socio-economic
development activities reveals that –
 Human Capital is the backbone of human development
and economic development in every country; and
 Education & Skill Training is the backbone of Human
Capital
