1. Public Works – (FY 2010 - $13M) Empowers distressed communities to revitalize, expand and upgrade their physical infrastructure to attract new industry, encourage business expansion, diversify local economies, and generate or retain long-term, private sector jobs and investment.

Wind River Development Fund, Fort Washakie, WY – Awarded $900,000 in 2007 for an Entrepreneurship Center – An additional award of $881,272 the following year – To house and encourage Tribal start-up and existing businesses

2. Economic Adjustment – (FY 2010 - $5M) The Economic Adjustment Program assists state and local interests to design and implement strategies to adjust or bring about change to an economy. The program focuses on areas that have experience or are under threat of serious structural damage to the underlying economic base.

Casper College, WY – Awarded $25,000 in 2008 for an Incubator Business Plan – Develop a strategy and business plan for the development of the Casper Area Business Innovation Center – Natrona County was under drought disaster declaration

3. Local Technical Assistance – (FY 2010 - $200K) The Local Technical Assistance Program helps fill the knowledge and information gaps that may prevent leaders in the public and non-profit sectors in distressed areas from making optimal decisions on local economic development issues.

Campbell County Econ. Dev. Corp., Gillette, WY

   Awarded $40,000 in 2003 for a one stop Business Development Center Planning for a Business Development Center to include a small business incubator facility and training center.

To determine the size of the facilities, the infrastructure necessary to support the facilities, and estimate the cost of construction

4. Partnership Planning – (FY 2010 - $5M) EDA Partnership Planning programs help support local organizations (Economic Development Districts, Indian Tribes, and other eligible areas) with their long-term planning efforts and their outreach to the economic development community on EDA programs and policies.

EDA Planning Partnership Grants

  EDA provides Planning Partnership grants to 3 Economic Development Districts in Wyoming: High Plains EDD, Big Horn Mountain Coalition, Northeast Wyoming EDC These annual grants usually average about $60,000 per year

Short Term Planning Grants – (FY 2010 - $425K)

  Develop Comprehensive Economic Development Strategy (CEDS) Co-applicants were: Northeast WY EDC, Cheyenne – Laramie County, Yellowstone Dev. Dist., Carbon County EDC, Laramie Econ. Dev. Corp., Big Horn Mountain Coalition, Sweetwater Econ. Dev. Assoc., Eastern WY Dev. Dist.

5. University Centers – (FY 2010 - $1.3M) The University Center Program is a partnership of the federal government and academia that makes the varied and vast resources of universities available to the economic development community.

 Within the parameters of a competitive grant process, all projects are evaluated to determine if they advance global competitiveness, create jobs, leverage public and private resources, can demonstrate quickly and effectively readiness and ability to use funds and link to specific and measureable outcomes. Brainstorming your idea….

 Know how much you need – estimate amount of money needed  Identify all project costs – construction, operations, long-term maintenance  Project should be developed as a result of a long term strategy rather than a short-term “whim”  Develop your idea working from “general” to “specific”

Involving Multiple Agencies

 One-on-one discussions with each agency to determine which ones may have assistance for your project  Ask the agencies you are talking to if they are aware of other programs or methods of providing funding  Ask the relevant agencies to participate in a face-to-face meeting to discuss your project or “conference in” those who cannot attend

Come Prepared to your Meeting with funders

         Provide information succinctly Know what your needs are Have estimates of costs (best available) Provide information as to the expected outcomes of your project Ask funders how their programs might contribute to your project Ask funders for their advice and be prepared to heed it Leave the meeting with a clear path for proceeding Develop a plan of action for going forward with your project Follow-up on that plan of action

 The application must be complete and you must explain the need for the project and the expected results.

     Do provide all the materials requested in the application Don’t refer the reviewer to another document – the reviewer is not responsible for hunting down your material for you Do be succinct but thorough in your narrative Don’t add a lot of useless verbiage Do address the program criteria – describe how your project will address them

3. Research & National Technical Assistance (FY 2010 - $1.1M) The Research and National Technical Assistance Program supports research for leading edge, world class economic development practices, as well as funds information dissemination efforts.

Project Examples include: Projects for expansion of data research, curriculum dissemination, best practices on innovation, and innovation networks

7. Trade Adjustment Assistance – (FY2010 $20M) EDA uses a national network of twelve Trade Adjustment Assistance Centers to help manufacturers and producers affected by increased imports prepare and implement strategies to guide their economic recovery.
