ThefirsteditionoftheWinterSchoolinPaviaoffersaninformedandpractice-orientedapproachto
the main challenges, current discussions and key issues around linking relief, rehabilitation and
development.TheWinterSchoolisorganizedinfivemodulesconductedwithsimilartechniquesof
activelearning:frontallessonswiththepresentationoftheoryandcasestudies,freediscussion,
structured inquiries, brainstorm sessions, and fishbowl. Moreover, participatory facilitation
techniqueswillbeadoptedinordertoencouragetheinvolvementlearningexperienceofallthe
trainees.
Afterbeingmarginalisedintheaiddebateforacoupleofdecades,aftertheendofXXcenturythe
issueoflinkingrelief,rehabilitationanddevelopment(LRRD)isbackontheagendaandisinfluencing
the planning of donors, implementing actors and local institutions. The creation of financial and
operationalcross-cuttingframeworksforlongandshort-termaidprogrammingiscurrentlybeing
developed,butstillproblematic.
This course is a blend of theory and practical learning which will introduce participants to the
concepts and will give them practical opportunities to apply these concepts to operational
approaches.
Thecoursefacultyiscomprisedofleadingexpertsfromaroundthehumanitarianworld,presenting
conceptualandpracticalinsightintothecoursecontentthusprovidingparticipantswithfirst-hand
experience,examplesandcasestudiesdrawnfrommajorhumanitarianemergencies.
TheWinterSchoolisorganisedbytheUniversityofPavia,memberoftheNOHANetwork,CISPand
theUNITWIN/UNESCONetworkonInternationalCooperationandDevelopment,withthefinancial
supportofDGECHO.
