REGIONAL • Regional Governor – Regional Civil Defense Director • Regional Committee PROVINCIAL • Provincial Governor – Provincial Director • Provincial Civil Defense Committee COMMUNAL • Mayor - Communal Director • Communal Civil Defense Committee Who looks after the community NATIONAL SYSTEM FOR CIVIL DEFENSE • It’s the local council task to carry out preventive actions, mitigation actions and care for the affected people after the event. • Superior levels coordinate. • Basic principles to handle conflict scenes: • Mutual Aid and Scaled Use of Resources National Office for Emergencies NATIONAL SYSTEM FOR CIVIL DEFENSE • Centralized Body which produces technical guidelines for planning and disaster reduction since March 12th, 2002 when it has been institutionalized. • Its work, as for planning, is reflected by various work methods that have been developed; they enable planning by identifying the specific reality of each scene, kind of threat, medium risk, etc. Planning in our Region NATIONAL SYSTEM FOR CIVIL DEFENSE • The Region extends between 29º02'S and 32º16'S parallels, and from 69º49’W meridian up to the Pacific Ocean and is formed by three valleys crossing the Region form East to West. • This Region is the narrowest part of Chile; in it, the average altitude of the Andes range is the highest and it’s the only Region in Chile without volcanoes. • The yearly average rainfall range from less than 30mm in the North to 200mm in the South. Punitaqui earthquake 60.000 affected Rain 2000 Rain 2002 Rain and avalanche in Diaguitas 2004 Drought 2005 up to now All-time Evolution of Precipitations in this Region General Procedure NATIONAL SYSTEM FOR CIVIL DEFENSE • Every unit must have en emergency plan. • This plan specifies the actions of each Committee of Emergency (COE) member according to the event. • In it, liaison plans are defined. • COE Operation site, etc. • The COE is the team which coordinates State actions to overcome the emergency realized by various services. Information flow NATIONAL SYSTEM FOR CIVIL DEFENSE • Every local council must issue an Alfa Report where the situation experienced in the commune as a consequence of the event is shown. This report is issued twice daily as long as the emergency situation persists. It’s primarily issued via Internet, fax, phone and radio vhf or hf. • The report is made by local council and sent to the upper level (Provincial Government) which, eventually, consolidates and issues a report for the whole province to higher level. • After receiving reports from all three provinces, they are consolidated and sent to central administration. Planification for earthquake NATIONAL SYSTEM FOR CIVIL DEFENSE • “Accesismico” Methodology • City council updates contingency plans for these events. • Methodology of micro-zoning for risk areas. The community sets up its own plans; summing these plans will produce the communal plan.
