General Procedure
NATIONAL SYSTEM FOR CIVIL DEFENSE
• Every unit must have en emergency plan.
• This plan specifies the actions of each
Committee of Emergency (COE) member
according to the event.
• In it, liaison plans are defined.
• COE Operation site, etc.
• The COE is the team which coordinates State
actions to overcome the emergency realized by
various services.
Information flow
NATIONAL SYSTEM FOR CIVIL DEFENSE
• Every local council must issue an Alfa Report where the
situation experienced in the commune as a consequence
of the event is shown. This report is issued twice daily as
long as the emergency situation persists. It’s primarily
issued via Internet, fax, phone and radio vhf or hf.
• The report is made by local council and sent to the upper
level
(Provincial
Government)
which,
eventually,
consolidates and issues a report for the whole province to
higher level.
• After receiving reports from all three provinces, they are
consolidated and sent to central administration.
Planification for earthquake
