Scholarship and Needs Assessment
aka Situational Analysis
Understanding the Situation
Extension programs exist within a
situation or environment that is often
complex and changing.
 Understanding the situation is the
beginning step in designing the
educational response.
 The more we know about the situation,
the more solid will be the foundation of
our program.

Situational Analysis
In UW-Extension, situational analysis
involves analyzing needs and assets,
problem diagnosis and examining
relevant research, knowledge and
experience.
 Involving others in situational analysis
helps to build a better understanding of
the context or situation.


What is the purpose and who will use
the results?
 Who is involved and what process do
we use?
 What data exists?
 What data is needed?


What resources are needed?
 Who is involved in the analysis and
interpretation of data?
 How will the analysis be
communicated?

Important Questions
What are the major issues and
concerns facing youth and their families
in the county?
 What major strengths and assets exist
to improve the quality of life and work
in the county?
 What are the positive things about the
quality of life and work we want to
preserve?

Important Questions
What are the negative things about
quality of life and work that we want to
change?
 What major statewide and national
trends will impact the economy and the
quality of life within the county?
 Under ideal circumstances, what do
you want our community/county to
look like within the next five years?

Priorities Must be Established



builds on the
foundation created by
the situational analysis.
A situation analysis that
involved community
stakeholders serves as
a basis for making
decisions on program
priorities.
