d) Coexistence of 802 wireless standards specifying devices
for unlicensed operation
The working group proposing a wireless project is required
to demonstrate Coexistence through the preparation of a
Coexistence Assurance (CA) document unless it is not
applicable.

22. Procedure for Coexistence Assurance
If indicated in the five criteria, the wireless working group
shall produce a coexistence assurance (CA) document in the
process of preparing for working group letter ballot and
sponsor ballot. The CA document shall accompany the draft
on all wireless working group letter ballots.
The CA document shall address coexistence with all relevant
approved 802 wireless standards specifying devices for
unlicensed operation. The working group should consider
other specifications in their identified target band(s) in the CA
document.

22. Procedure for Coexistence Assurance (cont.)
The 802.19 TAG shall have one vote in working group letter
ballots that include CA documents. As part of their ballot
comments, the 802.19 TAG will verify the CA methodology
was applied appropriately and reported correctly.
The ballot group makes the determination on whether the
coexistence necessary for the standard or amendment has
been met if the ballot passes.
A representative of the 802.19 TAG should vote in all
wireless sponsor ballots that are in the scope of the 802.19
coexistence TAG.

Clarification of the Rules
• A CA document is not required for a standard
specifying licensed operation
• The CA document is not required to consider
coexistence with wireless systems outside of 802
(e.g. cordless phones). However, the task group
is encouraged to consider coexistence with
wireless systems outside of 802
• The 802.19 TAG cannot veto the ballot. The
TAG only gets one vote
• The TAG will agree as a group on how to vote
and what comments to make on the draft

Clarification of the Rules
• The voters in the WG letter ballot pool do not
vote and comment on the CA document
separately.
– They vote on the draft.
– Voters should consider the information in the CA
document when voting on the draft
• The following are valid comments on the draft
– The CA document is incomplete
– The CA document is inaccurate
– The CA document has not sufficiently demonstrated
that the proposed standard coexists with current
standards

Clarification of the Rules
• There is no threshold of acceptable coexistence
specified in the 802 P&P
– The TG should select several metrics to evaluate the
level of coexistence
– The TG should choose to specify a threshold
(depending upon application)
– The voter should decide if the threshold selected by the
TG is appropriate and whether it has been met, when
voting
• Thresholds of acceptable levels of coexistence
depend upon the applications.

• The members of the ballot pool are the
technical experts who will determine how to
use this information in their vote

• List the other unlicensed 802 wireless standards
that could have a potential mutual interference
with the proposed standard
• Develop a model for the mutual interference
between the proposed standard and all other
potential mutual interferers
• The model can be broken down into several
components

What to include in a CA document
• CA Model Components
– Description of the usage scenarios for the wireless
network based on each of these standards
– Description of the data traffic on each wireless network
– List of performance metrics for each of the two wireless
networks
– Description of typical geometry of the two wireless
networks
– Descriptions simulation/analysis method used
– Results of simulation/analysis showing the performance
metrics

Support from the 802.19 TAG
• Developing a CA methodology document to describe
what is required in a CA document
– First complete draft expected in July (with support from the
wireless working groups)
• Willing to review preliminary CA document before a
ballot and give guidance
• Plan to develop a document listing all 802 wireless
standards with a summary of appropriate technical
specifications, to assist TG in determining which
standards are “relevant”
• Collect all previous CA documents for reference
