Purpose and Overview – Board Approved

The purpose of the Kindergarten Entry Enrichment Program
is to:


Program components will include, but not be limited to:







Fund qualifying public schools and EEC Income Eligible contracted
providers to provide preschool children who are not currently
enrolled in early education and care programs and/or are
educationally at-risk with experiences that will help prepare them
for kindergarten
• 4 and 5 year old preschool children entering kindergarten in
2010 (children must be taken from EEC’s wait list)
• Eight to twelve weeks of a Kindergarten Entry Enrichment
Program must be offered
Engagement of children’s families;
Use of curricula aligned to the Guidelines for Preschool Learning
Experiences;
Specific and targeted support for dual language or limited English
proficient learners;
Support for children with special needs;
Implementation of a formative assessment and developmental
screening; and
Partnership with a public school system (or if a public school,
partnership with local early education and care programs) to aid
in transition services, supports and communications between
families and the school system.
Options for Refinement

EEC has received feedback from public schools that due
to their part-year operating status they may not be able
to participate in the Kindergarten Entry Enrichment
Program.

To ensure representation of the mixed-delivery system in
the Kindergarten Entry Enrichment Program, EEC is
requesting that the Board grant authority to the
Commissioner of the Department of Early Education to
allow public schools to participate in the program for less
than 8 weeks under the conditions that:





Programs are able demonstrate their ability to provide 10 hours
of care per day, either through their program site or
partnerships;
Programs are able to articulate a plan for transitioning children
from the end of the program to the start of kindergarten; and
Programs are able to demonstrate that they can carry out the
requirements of the program in less than 8 weeks.
Current eligible programs are limited to:
 EEC Income Eligible contracted providers; and
 Public schools.
