The Characteristics of Legal Rules
Legal rules are rules of conduct
Legal rules aim to regulate the conduct of
individuals in the society .
Legal rules are concerned with the external
conduct of individuals.
Legal rules are social rules
Laws are supposed to reflect the society’s
traditions, values , and religious beliefs;
therefore, social and legal rules differ from
time to time and from place to another.
Legal rules are supposed to develop with

and stable
Legal rules must be open, and clear.

Sanctions are of different kinds:
- Criminal , e.g. imprisonment
- Civil , e.g. compensations
- administrative, e.g. disciplinary measures.
