Overview
integration of economic statistics covers all aspects of the statistical
production process based on the fundamentals of a modern national
statistical system and IT environment.
UBOS was created by an act of parliament (1999 Statistics Act) that served
the interest of the Bureau and ignored the National Statistical System
(NSS). It has since been revised to serve the NSS and is soon to be
presented to parliament for passing or rejection.
Coordination between and across the NSS is done by the directorate of
coordination having been elevated from a section at the inception of the
Bureau in 2000. The directorate through its coordination mechanisms
ensures economic statistics are integrated.
In 2007 a committee comprised of the Bureau, Central Bank and Ministry of
Finance, Planning and Economic Development (MFPED) known as SocialEconomic Statistics Technical Committee (SESTC). The committee among
other roles addresses institutional arrangements for integrated economic
statistics.

The Bureau at institutional level also enters into arrangements with
other institutions by signing memorandum of understanding to
ensure production of integrated economic statistics.
The Uganda Statistical System is centralized and it follows that all
the surveys core to the national accounts are originated and
conducted by the Bureau. Thus minimizing the need to integrate
across the regional offices as is the case for the decentralized
systems.
Integration is further assured by the general application of the
international standards such as the SNA, GFS manual, BPM etc

Adoption of the SNA 2008 ISIC rev 4 classification for all the
economic statistics including: economic surveys, external trade, Non
Profit Institutions, Household Hold Surveys, VAT and Income tax etc
further ensures an integrated economic statistics approach. These
different data sets were mapped on ISIC rev 4 from their respective
classifications.
In June 2012 UBOS produced its fourth edition of Compendium of
Statistical Concepts and Definitions to guide the National Statistical
System in the data collection and processing. Other agencies
involved in the production of statistics should adhere to these
statistical concepts and definitions.

Use of government finance statistics
The GFS unit compiles and classifies the government
revenue and expenditure data which is basically used
in the cost approach estimation of Public
administration and defense, education and health.
The government finance statistics is also applied in
the civil construction computation and capital
formation components d
A core weakness within the GFS has been the
inability to compute the consumption of fixed capital.
