Mehta, CUTS International 1 Background Energy : critical ingredients for infrastructure development and economic growth • projected economic growth at 8-9%, results in growth in energy demand • energy security and providing energy access has gained importance • use of alternative source of energy ensures Sustainable and Responsible growth, • imperative for India to focus on Demand Side Management (DSM) & Renewable Energy (RE) 2 Background Barriers exist that prevent implementation of DSM and RE initiatives in India: • high first cost, lack of incentives to utilities perceiving DSM • inadequate awareness among consumers to demand greater investments in DSM programmes • lack of enabling regulatory framework, lack of capital Therefore, to ensure success of DSMand RE initiatives, action by large number of stakeholders is important 3 Focus & Objective Focus Capacity building measures for consumer groups so as to better prepare them to carry out need based advocacy and participate in regulatory processes Objective Increase long term capacity/awareness of consumer groups to demand for DSM/RE initiatives and also to understand and communicate their specific needs to policy makers 4 Key Activities – Two Years Local Inception Workshop Baseline Consumer Survey Research Report long meeting to discuss project details, survey questionnaire • Determine • Outcome of the literature review and survey analysis • Publish briefing papers, one page notes, etc • Build Consumer interface meetings (Four) • Reach Policy Advocacy Meetings status of awareness of consumer groups on DSM/RE • Sample Size: 500 comprise of CSOs, commercial estd., individual consumers, etc State level training workshops (Two) Final consumer survey 5 • Day capacity and awareness among CSOs regarding DSM/RE out to CSOs and make them aware of the role they can play in advocating for RE/DSM initiatives • Compare the results with baseline survey and gauge the level of awareness/understanding of CSOs on RE/DSM • Disseminate key findings of the project to relevant stakeholders and sensitise them to ensure policy and practice change. Outcomes Policy Change Regulatory agencies will have a policy to ensure community participation and effectiveness in DSM/RE initiatives Practice Change Consumer groups will be invited by regulatory agencies to take part in their deliberations on DSM/RE initiatives THANK YOU 7
