ATI Proposal?
Goal of this discussion is to generate & discuss ideas for an ATI proposal
• Proposal due Nov. 1. ~$1M maximum.
• Issues?
– Takes work during an already critical time
– Meeting proposal deadline could be challenging

Need time for Director review/approval
– Don’t know the result until next summer
– Would we be better off applying to MRI instead (or also)? Due end of Jan.

More dollars & the result is known at ~ the same time
– Do we charge indirect costs to government funding? Likely yes.
•
Could reduce cost cap unless indirect costs not included in cost cap or we can
use this infrastructure money
– Need to coordinate with TSIP

What does ATI offer us?
– More money during early project phase (~$1M maximum)

A direct then-year dollar benefit
Potentially allows us to improve schedule or reduce risk
– More demonstration of Federal support (helpful in private fundraising)

of our PD phase contingency early

ATI Proposal Criteria
• What are the criteria for selecting the proposal topic?
– High probability of success
– The right(?) dollar amount. Too low & its not worth our effort. Too
high & our chances of success are reduced.
– Consistent with our PD or early DD phase goals
• What constitutes a high probability of success?
– Look at last year’s winning proposals.
– Lessons learned from d-IFS proposal.
– Will AODP criteria be included this year?
