What is the OEI?
The Online Education Initiative (OEI) is a state-funded
collaborative effort among California Community Colleges
(CCCs) to increase student success and completion by
working together to increase access to quality online
courses and support services for students.
Ensure that more students can obtain certificates, degrees,
and transfer to four-year colleges in a timely manner.
Special attention is given to support services that are
tailored the diverse needs of community college students.
Course Exchange
This is the final product of the OEI, but the one that is the most complex.
Courses selected for the pilot are part of ADTs (C-ID approved) and are
courses that commonly fill quickly.
4/10/15 update- 67 courses reviewed so far.
Courses selected for pilot
Meant to enable students to take online classes from across the group of
participating colleges. None of the colleges in SMCCD are participating in the
pilot.
Must develop business processes and standards to ensure consistent and
effective data transfer between colleges. Details still a work in progress.
Launch with pilot colleges using new CMS is expected in Fall 2015. Courses
are now being offered, but the exchange has not been structured.
eTutoring
OEI nettutor from Link Systems International (LSI)
OEI has negotiated volume discounted pricing for online tutoring services.
Also funded a systemwide license for LSI’s WorldWideWhiteboard online
tutoring platform. This platform can be used by any college wanting to hire
its own tutors to provide online tutoring.
Student Readiness Modules
Student Readiness modules, including Smarter Measure Assessment –
Pilot colleges began using these in Jan and modules are now available to all
at no cost.

Module 3: Organizing for Online Success
Module 4: Online Study Skills and Managing Time
Module 5: Communication Skills for Online Learning
Module 6: Online Reading Strategies
College can adopt any or all parts. Can be embedded into courses

Assessment tool not yet available outside of OEI
Canvas
2/12/15 – Canvas chosen as the course management system for the OEI course
exchange.
Canvas - free trial available
Canvas is free to all CCC through the 18/19 academic year.
Cohorts have been structured for the conversion.

Course Rubric
meant to ensure quality of course design as well as overall quality of courses
in the Exchange.
Could be used for course design or course evaluation
OEI Rubric
On-going evaluation, particularly around regular and effective contact.
Needed for accreditation. Could use section of rubric on Interaction and
Collaboration to assess.
Standards for faculty preparation
OEI does not currently have any requirement.
There is currently interest in developing district-wide standards for faculty
preparedness for teaching online.
Online counseling network – trained DE counselors that know how to use the
tools and work with students in the OEI environment.
Statewide proctoring network – expected that colleges not part of OEI pilot
would be able to get discounted pricing for online proctoring.
