Posizione AIPAS sul Regolamento di Copernicus

L’AIPAS, Associazione che rappresenta le piccole e medie imprese spaziali italiane così come le grandi aziende associate, considera di primaria importanza lo sviluppo e l’implementazione del programma Copernicus. A seguito, infatti, della trasformazione di Copernicus in programma operativo, ci si aspetta un forte impatto sia per le società che operano nel mid-stream (operatori satellitari) che nel downstream (valore aggiunto), settori di cui si fa riferimento espressamente nel regolamento di Copernicus. Pertanto l’AIPAS accoglie con favore la proposta di regolamento della Commissione e attende la sua entrata in vigore. Tuttavia, si ritiene opportuno, così come già evidenziato da altre Associazioni (si veda la posizione espressa da EARSC), che alcuni passaggi del regolamento siano modificati e rivisti per consentire il pieno coinvolgimento di tutta l'industria dei servizi di Osservazione della Terra:

Chiarezza degli investimenti

L’AIPAS sottolinea che, al fine di poter sviluppare nuovi prodotti e servizi a beneficio di Copernicus, è necessario definire un chiaro contesto di investimento; a tal fine i confini tra pubblico e privato devono essere meglio e più chiaramente definiti, in modo da garantire un contesto favorevole agli investimenti futuri.

Politica industriale

Nell’ambito del programma Copernicus, l’industria sarà uno dei principali attori sia nel fornire dati e servizi per il settore pubblico, sia per lo sfruttamento di questi dati e servizi su nuovi mercati globali. Il programma potrà perciò beneficiare del sostegno di investimenti privati e di altre risorse. È necessario quindi definire preliminarmente una politica industriale sulla base dei seguenti 3 elementi: a.

una politica di approvvigionamento che si basi sul rapporto qualità-prezzo. Tenere in considerazione la qualità e non il solo risparmio di costo nell’acquisto dei prodotti e dei b.

servizi di Copernicus, riconoscendo anche l'importanza dei dati locali. un pieno coinvolgimento dell’industria europea nella fornitura dei servizi. “Gli Operatori” dovrebbero essere delle organizzazioni di livello europeo con un ruolo ben definito come budget manager con l’obiettivo di coinvolgere il settore privato nella misura massima c.

possibile e di organizzare dei servizi di fornitura attuando un efficiente equilibrio tra approcci centralizzati e decentralizzati. un "piano di valorizzazione" sulla base di un processo coordinato di R&S (utilizzando Horizon2020 e altre risorse) e di sostegno alle PMI proprio attraverso lo sviluppo del mercato. Dataset a lungo termine

L’AIPAS ritiene utile la definizione di un programma che illustri in quale modo i dati delle

possano essere acquisiti al fine di avere dei dataset di lungo periodo, alle diverse risoluzioni, così come dei dati ad- hoc ad altissima risoluzione per garantire che i dati possano essere forniti e che le risorse del settore privato possano essere adeguatamente e correttamente investite.

4.

Politica di distribuzione dei dati di Copernicus

L’AIPAS condivide e supporta la proposta che i dati satellitari di Copernicus siano gratuiti e aperti in base alle linee di principio espresse dal Group Earth Observations (GEO - www.earthobservations.org

). Ritenendo che tale politica incentivi l’utilizzo dei dati e delle infrastrutture europee e che stimoli paesi terzi a mettere a disposizione i propri dati satellitari e permette alle imprese europee di accedere a nuovi mercati. La Data Policy adottata dovrebbe essere verificata e rivista, con riferimento al suo impatto sulla crescita economica, entro un massimo di 2 anni dalla data di effettiva distribuzione dei dati, in modo da correggerla nel caso in cui non si ottenessero i risultati auspicati.

5.

Governance

Una rappresentanza industriale dovrebbe essere attivamente coinvolta all'interno del Modello di Governance di Copernicus, al fine di garantire un partenariato efficace a sostegno delle decisioni prese dalle autorità pubbliche.

Missioni nazionali

L’AIPAS ritiene che per alcune classi di prodotti sarebbe auspicabile un allineamento della data policy nazionale a quella di Copernicus. Tale data policy potrebbe essere discussa nell’ambito del tavolo ASI-Associazioni. L’AIPAS propone pertanto questi adeguamenti specifici e chiede alle Autorità Nazionali di sostenere nelle sedi opportune tali modifiche al regolamento di Copernicus e di avviare delle consultazioni con le Associazioni nazionali per una revisione della politica dei dati delle missioni Italiane. AIPAS position on Copernicus Regulation

AIPAS, association that represents Italian space small and medium-sized enterprises as well as own large associate companies, considers very important the development and the implementation of the Copernicus program. As a result, in fact, the transformation of Copernicus in an operational program, we expect a strong impact on both companies operating in mid-stream (satellite operators) and downstream (value adding), sectors referred to in the regulation of Copernicus. Therefore, AIPAS welcomes the proposal for a regulation of the Commission and expects its entry into force. However, it is considered appropriate, as already highlighted by other Associations (i.e. EARSC position on Copernicus Regulation), that some parts of the Regulation shall be modified and revised to allow for the full participation of all Earth Observation industry:

A clear framework for investments

AIPAS stresses that, in order to develop new products and services for the benefit of Copernicus , it is necessary to define a clear framework for investment and for this purpose the boundaries between public and private sectors need to be better and more clearly defined, so as to ensure a favourable environment for future investments.

Industrial policy

As part of the Copernicus program, the industry will be a major player in both data and services providing for the public sector, but also the exploitation of these data and services to new global markets. The program can therefore benefit from the support of private investment and of other resources. It is therefore necessary to define in advance an industrial policy based on the following 3 elements : a.

a procurement policy that is based on value for money. Take into account the quality and not just the cost savings in the purchase of products and services Copernicus, recognizing the importance of local data . full involvement of European industry in the provision of services. "The Operators" should be of European-level organizations with a well-defined role as budget manager with the objective of involving the private sector to the maximum extent possible and to organize the supply of services by implementing an efficient balance between centralized and decentralized approaches . c.

Long term Dataset

AIPAS considers useful to define a program that illustrates how data from Contributing Missions could be acquired in order to have long-term datasets, at different resolutions, as well as the ad hoc data at very high resolution to ensure that the data can be delivered and that the resources of the private sector can be adequately and properly invested .

Copernicus Distribution data policy

AIPAS shares and supports the proposal that the Copernicus satellite data are free and open on the basis of the principles expressed by the Group of Earth Observations (GEO - www.earthobservations.org). Considering that this policy incentives the use of data of European infrastructure, stimulates third countries to make available its satellite data and allows European companies to enter new markets . The Data Policy adopted should be reviewed and revised, with reference to its impact on economic growth, within a maximum of 2 years from the date of effective open distribution of the data, in order to correct it if it do not achieve the desired results.

5.

Governance

An industrial representation should be actively involved in the Governance model of Copernicus, in order to ensure an effective partnership in support of the decisions taken by public authorities.

National missions

AIPAS believes that for some classes of products would be desirable to align the national data policy to that of Copernicus . This data policy could be discussed as part of the ASI- table associations. AIPAS therefore proposed these specific adjustments and asks National Authorities to support these amendments to the Regulation of Copernicus in the appropriate places and to hold consultations with the national industrial associations to review the Italian missions data policy.
