Emphasis of WIOA
(1) To increase, particularly those individuals with barriers to employment, access to and opportunities for
the workforce development system they need to succeed in the labor market.
(2) To support the alignment of workforce development system partners in support of a comprehensive,
accessible, and high-quality workforce development system.
(3) To improve the quality and relevance of workforce development system to provide workers with the
skills/credentials to secure/advance in family sustaining wage employment; and to provide employers with
the skilled workers needed to succeed in a global economy.
(4) To promote improvement in the structure and delivery of services through the workforce development
system to better address employment and skill needs.
(5) To increase the prosperity of workers and employers, the economic growth of communities, regions, and
States, and global competitiveness.
(6) Provide workforce investment activities that increase the attainment of recognized postsecondary
credentials, employment, retention, and earnings of participants, and as a result, improve the quality of
the workforce, reduce welfare dependency, increase economic self-sufficiency, meet the skill
requirements of employers, and enhance the productivity and competitiveness of the Nation.

wage, and where all employers are able to fill jobs in demand.

Better understand capacities for federal, state, local and philanthropic

Address policy and alignment deficiencies to support the regional and
local plan activities of a Career Pathways System

Create a measurement system that effectively assesses and monitors
our Career Pathway System, specific to the goals of the State Plan
