Highlights of Cooperative Works
• SC6/WG1 and IEEE
– Cooperation with IEEE 802 LMSC in the internationalization and joint
publishing agreement for combined IEEE and SC6 LAN Standards
– Cooperation agreement with IEEE RA in the area of LLC address for LAN
and Standard group MAC addresses
• SC6 and ECMA International
– Close cooperation using Fast Track procedures in the area of PISN (Private
Integrated Services Network) and NFCIP (Near Field Communication

Market Initiatives of SC6
• Local Area Networks
– The Ethernet Standard has been upgraded to 10Gbps level and Wireless
LAN Standard is rapidly growing into multi-Billion business with the speed
of 11Mbps and 54Mbps.
• Network/Transport
– The Standards developed in SC6/WG7 are challenged to increase speed and
provide greater Quality of Service.
• Private Telecommunication Networking
– PISN Standards should find greater application inside the enterprise
structure over the private telephone networks.
• Directory
– X.509 certificates, produced in collaboration with ITU-T, are used
extensively for secure transactions in e-commerce.

An Event
• China NB submitted Chinese WAPI (Wireless
Authentication and Privacy Infrastructure) standard to
JTC1 as an NP intending Fast Track.
• JTC1 issued the JTC1 number as 1N7506 in July 2004.
• As soon as JTC1 found that WAPI, as an NP, did not go
through SC6, it voided the 1N7506 in August 2004.
• China NB claimed the unfair treatment.
• SC6 and JTC1 decided to resolve the issue in the
Orlando meeting, Nov. 2004

SC6 Plenary Meeting at Orlando
• Held in November 2004 at Orlando.
• China NB claimed
– Failure to notify China NB and correct the procedure.
– Unfair treatment by VISA denial to Chinese security experts
– Possible Conspiracy between IEEE and US Government
– Suspension of IEEE 802.11i Fast Track
• Decided to have Ad Hoc meeting at Frankfurt, Germany
to have the technical discussion of WAPI and 802.11i

SC6 WG1 Interim at Frankfurt
• 15 security experts from China and 5 security experts
from IEEE attended.
• JTC1 Chairman
• 5 National Bodies
• China NB assumed that 1N7506 has been alive since last
Orlando meeting.
• When they knew that it does not exist, they requested to
make 1N7537 suspended indefinitely.
• The convener suggested 3 possible options, but not
accepted by China NB.

Option 1: Submit an NP
• Will need 3 months letter ballot for the NP submission,
starting from this August.
• Will need 3 months letter ballot for the CD.

Submit fast track on March 11.
JTC1 relieved 1 month review period.
So, 5 months letter ballot ends at Aug. 11.
Prevent IEEE 802.11i from having letter ballot
resolution until SC6 Plenary on Aug. 2005.
• Chairman of JTC1 promised to do his best to
make it on time.
• Option 2 may be the best choice at the moment.

Option 3: Suspend 11i by Plenary
• Hold IEEE 802.11i Fast Track to line up with
WAPI by Aug. 2005 SC6 Plenary.
• Risks:
– This cannot be obtained without paying any
compensation for IEEE 802 Working Group.
– IEEE 802.11i requests China to participate in the
IEEE 802.11 activities.
– May be a good choice for both China NB and IEEE
for the harmonious standardization work.

• The work scope of WG1 on PHY and DL Layer is not
enough for the future market including technologies
supporting Ubiquitous Networking Environment.
• Ubiquitous Networking Environment requires not only
the infrastructure but also the terminals which contains
all the layers.

Proposal and Rationale to Extend
• Revised SC6 WG1 Terms of reference
– Physical and data link layer services and protocols, and
additional services and protocols running over these layers
• Rationale
– WG1 Project Scope needs to be extended to cover diverse and
fast changing market requirements in various IT areas
including ubiquitous networking applications.
– Since WG1 deals with network issues of Physical and Data
Link Layer, it is rather easy to extend the scope to higher layers
including application layers and services that require hardware
specifications across the entire layers.

Next Meeting
• August 29 – September 2, 2005 at France.
• However, WG1 has been authorized to have additional
Ad-Hoc meeting for resolving the WLAN Security
Issues.
• The place can be China, Europe, but not probably in
U.S.A.
