• 8 contracts with approx. 4.9 mill. tonnes of CO2.
• 4 projects are implemented and generating emission
reductions.
• 2 Contracts as yet without LoA 1.2 mill. tonnes of CO2
• 3 indirect contracts expected to generate between
2.9 and 3.7 mill. tonnes CO2. So far one contract in
JI-countries under the NEFCO Testing Ground
Facility.
Definition
"Early mover"-projects are projects that
• Have been determined to be
– additional,
– following the JI guidelines and
– the relevant decisions of the CDM EB in force at
the time of their determination
by an impartial third party. This third party must be
either a DOE under the CDM or be accredited by the
JI SC as accredited independent entity before a
specific deadline to be set by the JI SC.
Definition
• "Early mover" projects having a draft determination
report can be prepared until six months after the JI
SC has developed the necessary facilities, guidelines
and decisions to prepare "new" JI-projects.
• This is in line with the proposed time-frame for use of
the old PDD-format after adoption of a new format.
Actions
• It has not been possible to make "Early mover”projects publicly available through the UNFCCC
secretariat as mentioned in paragraph 32 of the JI
guidelines.
• The projects have typically been published on the
websites of the parties involved.
• Suggestion to publish the project documentation on
the UNFCCC-website as soon as possible.
Actions
• JI SC invites all project owners to forward the
documentation of the "Early Mover" projects to the
UNFCCC secretariat as soon as possible.
• Projects can be registered as JI-projects even if they
didn't follow the guidance that is now being
elaborated by the JI SC after their determination.
• The JI SC is discussing “Early movers” at the present
meeting. To facilitate this we have elaborated a very
first draft of a decision.
Concluding remarks
• ”Early movers” have helped create the market for JI
projects and build trust in the mechanism.
• Should not be punished for this.
• Significant financial implications if a lot of work has to
be repeated.
• This burden will often fall on the relatively poor host
countries and communities.
• We want to invest in the climate, not in paperwork!
