ACRO : its aims
ACRO 's missions :
 To inform the population, their representatives, and
authorities,
 Particularly for people who worry about problems of
environment, health, radioactive waste and emissions,

 To provide reliable information.
For these reasons, ACRO is really :
 a citizen structure for alarm and vigilance
But ACRO has not for objective :
 to substitute itself for the action of the authorities of control

 Regular monitoring of the environment around nuclear
facilities,
 Specific assessments, Radio-ecological studies,
 Operational checking in abnormal situation (incident)

ACRO : which practices ?
Indeed associative practices :
 Active participation : Citizens are involved as volonteers.
The investigations and monitoring actions are
carried out "with" civil society and not "for".

But it needs a quality-assurance approach :
 Internal Quality procedures (tracability, controls..),
 Participation to inter-comparison tests,
 Official accreditation of the laboratory.

For instance, ACRO took part (or still takes part) among

 in the GRNC (North Cotentin Radio-ecological Group) : risks of
leukomonia in north Cotentin,
in the work of the higher Concil on Nuclear Safety and Information
(CSSIN) especially in the setting up of a seriousness scale about
radioactive matter transport,

 in the expert group from the "Societé Française de Radioprotection"
(SFRP), commissioned by the international Radioprotection committee,
 in the rating of admissibility of public survey dossiers on COGEMA's
reprocessing plant and Andra within the group of experts
commissioned by the French Nuclear Safety Authority (ASN),
 in Local Information committees on nuclear plants (CLI),
 in the European SAGE project

Stakeholder involvement : our point of view
 It’s not a problem of information [ through what operators accept to
give their (selective) information ],
 It’s not a problem of communication [looking for the best mean to
present a project as acceptable],

 It’s clearly a question of democracy in an actual context where we
observe the limits of the elective democracy [the “NIMBY” syndrome is
partly a consequence of the absence of participative democracy],

 So, we are really in the field of a pluralistic expertise which is
one of the conditions essential for public credibility
 In any case it mustn’t be presented as a social process for
public acceptance.
