Andrus to Greenville:
Build New 115 kV Line
Scenario:
• The 115kV Gerald Andrus to Greenville loop is located in North Mississippi. It
consists of two lines, 5.3 miles each. These lines serve the city of Greenville.
• The single contingency loss of either side of the loop overloads the remaining
section by 30%.
Recommended Solution:
• To relieve the overloading condition described above, reconductor the
existing, 954 ACSR conductors to 954 ACSS to obtain a line rating of 359 MVA
on the two lines from Gerald Andrus to Greenville. The new ACSS conductor
provides a higher ampacity than a comparable size ACSR conductor due to its
metallurgical properties. This will allow most of the existing structures to be
re-used providing a lower cost solution than the original proposal to build a
third line from Gerald Andrus to Greenville.
Estimated Cost: $2,700,000

Franklin 500/115 kV Substation:
Add Second 500/115 kV Autotransformer
Scenario:
• Franklin substation has three single-phase autotransformers, 500 MVA total,
500/115kV with a single-phase spare in place.
• Loss of one phase causes overloads on 115kV system and widespread
undervoltages within the entire south Mississippi and north of Lake
Pontchartrain area in ELI’s service territory.
• As an interim solution, an undervoltage loadshed scheme has been installed
for the loss of the transformer.
Recommended Solution:
• Install a parallel three phase autotransformer with breakers & relaying

Jackson Improvement Plan Phase I:
Rankin to S. Jackson: Build New 230 kV Line
Scenario:
• The 115kV system serving the Jackson area is heavily loaded. Single
contingencies in the North and South Jackson area will cause overloads as
high as 33% on the 115kV transmission system. The solution is to shift load
off of the 115 kV system to the 230 kV system by converting Livingston Rd.
115 kV and Ridgeland 115 kV to 230 kV. The completion of the 230kV loop
around Jackson will allow for shifting load to the 230 kV system. The line is
currently scheduled for an ISD of 2005. The Livingston Rd. and Ridgeland 230
kV conversions are proposed to be in service in 2005 and 2006.
Recommended Solution:
• Construct the Rankin to S. Jackson 230kV line. This will also allow for
additional S. Jackson area load on the 115kV system to be moved to the
230kV system.
• The proposed Rankin to S.Jackson 230kV line will be approximately 20 miles
long.
Estimated Cost: $10,200,000

Franklin to Brookhaven:
Increase Line Capacity
Scenario:
• The Franklin to Brookhaven transmission path consist of two 115kV
transmission lines. The Franklin to Brookhaven lines are critical sources into
the south Mississippi area. It provides power from the 500kV system at
Franklin. The north line ( Franklin-Vaughn-W. Brookhaven-Brookhaven) is
constructed of 666 ACSR.
• The loss of the south line ( Franklin-Brookhaven S.-Brookhaven) will overload
the north line by 23%. Load will have to be shed during the peak season to
reduce the overload to 100%. There are no operating procedures to mitigate
this circumstance. This overload will increase when a second autotransformer
is added to Franklin.
Recommended Solution:
• Upgrade the line from Franklin to Vaughn to West Brookhaven to Brookhaven
(18.26 miles) with 1590 ACSR. Upgrade all appropriate switches, bus work
and other devices as necessary.
Estimated Cost: $4,940,000

Jackson Improvement Plan Phase II:
Convert Livingston Road & Ridgeland to 230 kV
Scenario:
• The 115kV line from Lakeover-NE Jackson-Rex Brown is 25 miles long.
• The loss of the Lakeover - Livingston Rd. 115 kV, Livingston Rd. – Ridgeland
115 kV, Rex Brown – N. Jackson 115 kV or N. Jackson - Canton Rd. 115 kV in
2004 causes overloads on 4 lines by as much as 33%. By 2007, 5 lines
would overload by as much as 35%.
Recommended Solution:
• Convert the Livingston Rd 115kV substation to 230kV in 2005 and convert the
Ridgeland 115kV Substation to 230kV in 2006 on the Lakeover to Luckney to
Rankin 230kV line.
Estimated Cost: $1,700,000

Tillatoba 230/115 kV Substation:
Add Second 230/115 kV Autotransformer
Scenario:
• Tillatoba substation has three single-phase autotransformers, 392 MVA total,
230/115kV with one single-phase spare in place.
• The loss of the Tillatoba 230/115kV autotransformer causes low voltages and
numerous overloads throughout the northern Mississippi area. This
contingency causes 18 buses to fall below 92% voltage and 9 line overloads.
Recommended Solution:
• Install a parallel single-phase autotransformer with Breakers & Relaying

Georgetown to Hazelhurst:
Build New 115 kV Line
Scenario:
• The SW Jackson to Byram to Brookhaven line is 53 miles long with 234MWs of
load.
• The loss of SW Jackson - Elton 115 kV or Elton - Byram 115kV lines will
overload the segments from Brookhaven to Hazlehurst by as much as 43% in
2004. Voltages as low as 78% would be caused on 16 buses from Terry to
Brookhaven to McComb to Tylertown . By 2007, the voltages would decrease
to as low as 62% on 29 buses, and the loss of Wesson - Brookhaven 115 kV
or Wesson to James Rd. will cause overloads by 15% on SW Jackson - Elton Byram 115kV line. This project will also delay the need to upgrade Ray
Braswell – West Jackson 115 kV and Ray Braswell – Forest Hill 115 kV lines.
Recommended Solution:
• Build a new 115kV line from Georgetown to Hazelhurst using 1272 conductor
to obtain a line rating of 261 MVA.
Estimated Cost: $9,300,000

Amite to Fernwood:
Increase Line Capacity
Scenario:
• The Amite to Fernwood 115kV line, located in south Louisiana, north of Lake
Pontchartrain, extending north into southern Mississippi is 32 miles long.
Amite is approximately 17 miles from the Mississippi state line and Fernwood
is approximately 15 miles from the state line. This 115kV line, constructed
with 4/0 ACSR conductor, is part of the Amite to McComb tie between MPL
and LPL.
• Single contingencies in Mississippi of Brookhaven to Mallalieu, Mallalieu to
Norfield, Norfield to McComb or Franklin Auto in 2004 will cause overloads up
to 70% on the Amite-Kentwood-Colonial Pipeline-Fernwood line segments.
Recommended Solution:
• Reconductor the existing, 4/0 ACSR (68MVA) conductors to 1272 to obtain a
line rating of 261 MVA on the line from Amite to Fernwood line.
Estimated Total Cost: $14.4M for ELI & EMI

Ray Braswell:
Add Second 500/230 kV Autotransformer
Scenario:
• Ray Braswell has one 560 MVA, 500/230kV autotransformer and one 560MVA,
500/115kV autotransformer.
• The loss of the Ray Braswell to Lakeover 500kV line will overload both the Ray
Braswell 500/230kV and the Ray Braswell 500/115 kV autotransformers by
11% in 2007.
Recommended Solution:
• Install a parallel 560MVA 500/230MVA autotransformer with breakers &
relaying at Ray Braswell.
Estimated Cost: $15,000,000

Franklin to Brookhaven South to Brookhaven:
Increase Line Capacity
Scenario:
• The Franklin to Brookhaven transmission path consists of two 115kV
transmission lines. The Franklin to Brookhaven lines are a critical source into
the south Mississippi area. It provides power from the 500kV system at
Franklin. The south line ( Franklin - Brookhaven S. - Brookhaven) is
constructed of 954 ACSR conductor.
• With the addition of a parallel 500/115 autotransformer at Franklin, the loss of
the north line (Franklin to Vaughn to Brookhaven) will overload the south line
by 13% in 2007. Load will have to be shed during the peak season to reduce
the loading on the line to 100%. There are no operating procedures to
mitigate this circumstance.
Recommended Solution:
• Upgrade the line from Franklin to Brookhaven S. to Brookhaven with 1780
ACSR. Upgrade all appropriate switches, bus work and other devices as
necessary.
Estimated Cost: $5,000,000

Hollandale Substation:
Install 230/115 kV Autotransformer
Scenario:
• The Greenville to Hollandale 115kV line, located in northwest Mississippi, is
23.5 miles long and the Hollandale to North Vicksburg 115kV line is 59 miles
long.
• The loss of any section of line from Greenville to Hollandale will cause all the
line sections from Vicksburg to Hollandale to overload by as much as 61% in
2007. This will also cause voltages as low as 51% from Redwood to
Hollandale.
Recommended Solution:
• Connect Gerald Andrus - Ray Braswell 230 kV line into Hollandale and install a
230/115kV autotransformer. Before the transformer is installed, the
Hollandale – Greenville TCEPA SS – S.E. Greenville 115 kV line must be
upgraded to 1272 ACSR (20 miles long).
Estimated Cost: $12,000,000 (Includes line upgrade)

Tillatoba to South Grenada:
Build New 115 kV Line
Scenario:
• The 115kV line from Tillatoba to S. Grenada is 19 miles long and part of a 43mile line to Winona.
• The loss of the Tillatoba to Grenada line in 2004 causes voltages as low as
81% on five buses, and overloads on three lines by as much as 34%. In
2007, there are 11 buses with voltages between 92% to 62%, and overloads
on 7 115kV lines by 7% to 93%.
Recommended Solution:
• Build a single separate line from Tillatoba to S. Grenada with 1272 ACSR (or
equivalent conductor). The line should be built for 230kV and operated at
115kV.
Estimated Cost: $6,000,000
