IEWS Concept of Operations
IEWS CONOPS:
• Synchronization of organic and non-organic
EW capabilities
• Protecting personnel, platforms, and systems from
various RF initiated weapons (e.g., RCIEDs)
• Denying or disrupting of enemy RF comms
networks while minimizing the risk of “frequency
fratricide”
• Achieving situational awareness of the
electromagnetic environment and EW capabilities
through networked tools and data bases
IEWS will provide commanders with an
organic EW capability to shape the
battlespace by dramatically improving a
land force’s ability to seize, retain, and
exploit an advantage within the
electromagnetic spectrum (EMS)

EW Planning & Management
What is Electronic Warfare Planning and Management?
• EWO integrates the Electronic Attack (EA), Electronic
Protect (EP), and Electronic Warfare Support (ES)
functions.
• Enables Multi-Function Electronic Warfare and
Defensive Electronic Attack synchronization.
• Supports overall mission command by adding the
Electromagnetic Order of Battle to the fight.

Assured Positioning, Navigation
and Timing (A-PNT)
Purpose:
The purpose of the A-PNT capability is to provide Army
forces with unhindered access to trusted Positioning,
Navigation, and Timing (PNT) under all conditions.
Products:
Assured PNT contains four (4) subprograms:
1. Mounted PNT- robust integrated multi-sensor
system for vehicular applications. Maintains an
accurate PNT solution and distributes it to all users
on the platform.
2. Dismounted PNT – low-SWAP multi-sensor PNT
system for the soldier.
Payoff:
• Assured PNT capability for Soldiers & combat
systems.
• Ability to obtain and trust PNT information critical
to complex combat operations.
• Ability to avoid or prevent unnecessary or
accidental injury or destruction.
• Ability to seamlessly use advanced weapon
systems and tactics.

3. Pseudolites – Area protection for large numbers of
users. Augments GPS with terrestrial transmission
of a GPS-like navigation signal that can be used by
military GPS receivers with the necessary software.
4. Anti-Jam Antennas - Point protection for critical
users. Enables GPS signal acquisition and tracking
in challenged environments.

Introduction to CESMO
• Many modern and future signals of interest are difficult to detect
and geo-locate (COMEXT & ELINT)
• Real-time data sharing and cross-cueing between collection
assets can help to overcome this
- Exploit the advantages of diverse electronic surveillance sensors
e.g. stand in & stand off.
• CESMO is a NATO standard to address this challenge
• COMINT Reporting Standard (STANAG 4658 and AEDP 13)
• ELINT Reporting Standard (STANAG 4633 and AEDP 14)

NAVWAR CONSTRUCT
• NAVWAR is the conduct of military actions to assure Positioning,
Navigation and Timing (PNT) information superiority to the alliance.
(STANAG 4621)
• NAVWAR is both offensive and defensive supported by surveillance,
intelligence and analysis. These operations, include Electronic
Surveillance (ES) and/or Electronic Intelligence (ELINT)
• Build NAVWAR SA via CESMO to network autonomously,
within national restrictions
• Fusion, final processing and detailed analysis is conducted in
coordination with analysts (NAVWAR Analysis Cell (NWAC))
located in the SIGINT EW Ops Center (SEWOC) and Joint All
Source Info Cell (JASIC)
