CSG Id, TS 22.220 Annex C
•
•
•
•
•
CSG id used for
– automatic and manual CSG selection
– access control to CSG cells
CSG id associated with
H(e)NB1=
– a CSG, i.e. a group of users (UEs).
MyHome
– One or More H(e)NBs (CSG cells)
CSG id1
CSG id permanently stored in
– H(e)NB
– administration database of the operator
– Allowed CSG List in the UE if user (UE) is member of
CSG (USIM entry takes precedence over ME)
CSG id distribution method
– provided to H(e)NB by O&M
– Provided to the UE
• by home PLMN using OMA DM when stored in
the ME,
• by OTA when stored in the USIM
• via manual CSG selection
• broadcasted by H(e)NB
CSG id displayed to user
– YES, if HNB Name is not available
(HNB Name is preferably displayed during manual CSG
selection, rather than CSG id)

UE mobility requirement
• TS 22.011 v8.8.0 Chap 8.2.2 “Idle mode operation”
– “When a UE in idle mode detects the presence of a
permissible CSG cell (a CSG cell whose CSG identity is in
the UE’s white list), the UE shall select the CSG cell.”
1)
Entering CSG id2, but not
selecting it, because not
permissible
2)
Entering CSG id1, and
selecting it, even if still under
Macro cell coverage
3)
Report CSG id1 to PLMN, and
camp on CSG id1 (if not
rejected by NW)

CSG cell selection Event
•
CSG cell selection Event is sent to the
UICC whenever leaving or entering a
CSG cell
H(e)NB
•
information provided in the event
download notification :
–
–
–
–
•
Access technology
CSG id
H(e)NB name
CSG cell selection status (under
coverage or not, camping or not on CSG
cell)
Additional info (optional)
– Permissible / not permissible cell (a CSG
cell whose CSG identity is in the UE’s
white list)
– CSG id provenance (ME or USIM)
1 – Terminal Profile [event supported]
2- SET UP EVENT LIST
{CSG cell selection Event}
3 – Entering CSG cell, CSG id1
4 – Envelope

UE requirement for manual
CSG selection
•
TS 22.011 v8.8.0 Chap 8.2.4 “Manual CSG Identity selection”
– “The user shall be able to request the UE to perform a scan for available
CSG Identities within the registered PLMN. When such request is received
the UE shall perform a scan of available CSG cells, their CSG identities and
their HNB Names.”
– “In the UE display, the available CSG identities shall be represented by their
associated HNB Names. If the HNB Name is not available, the CSG identity
shall be displayed instead. An indication shall be given to the user as to
which of the available CSG identities is contained in the CSG white list”
•
CSG type
– can be displayed when UE camping on a CSG cell
– Is associated with CSG id, and provides information on billing type
• Eg “home zone fee”, “flat fee”, “normal communication fee”
– Display not required for manual CSG selection
3GPP CT6 #53, Beijing, 10-13 November 2009 – C6-090446

1) myHome
Permissible
2) Coffee Shop
Permissible
3) myBuilding

4) CSG id4
Not permissible

Discovery of surrounding CSG cells
•
Extension to PROVIDE LOCAL
INFORMATION, support indicated in
Terminal Profile
•
Terminal response contains
– List of CSG ids
– List of H(e)NB names
•
the idea is to get a the same list as the
one displayed during manual CSG
selection. The feature does not trig a
network scan.
1 – Terminal Profile
2- Provide Local Information
{discovery of surrounding CSG cells}
3 – Terminal Response
{CSG id1, CSG id2, CSG id3}
{HNB name1, HNB name2, HNB name3}

limitations
•
In the Terminal Response of discovery of surrounding CSG cell,
–
–
–
–
camping CSG cell will be part of the list, for sure
Will all permissible CSG cells (CSG id2, CSG id3) part of the list?
likely
Will the first CSG id1 part of the list? Maybe, if ME keeps entering
CSG id in cache memory
Will CSG id4 part of the list? Likely not
-> this is dependant
on handset
implementation and
network topology

It is recommended to run a
“REFRESH steering of roaming”
command beforehand, to force
handset to run a network
selection process, and update
ME cache memory
