The Team Approach
FOR OFFICIAL USE ONLY
FOR OFFICIAL USE ONLY
HOW HAVE WE DONE?

172 efforts for $32M since 1998
 Modest Air Force investment of $210K per initiative
 On average 20 new efforts undertaken each year

78 of the 172 efforts have directly benefited the warfighter
 28 initiatives, 22 other efforts
 Represents 45% success rate

Even Initiative “failures” have value to the USAF
 Cost avoidance savings – Minimal investment protects MAJCOM
expenditure on unworthy concepts: BACS, BART, CBAWS

Other organizations have entrusted $54M to efforts
 Leveraged $1.70 for every AF dollar budgeted for the FP
Innovation

MILITARY WORKING DOG HIGH-END
ANALYSIS OF TEMPERATURE (MWD-HEAT)
Description:
 COTS technology can be used to detect and
report MWD core body temperatures.
 Data can be used to build a baseline for
working dog body temperatures.
 MWD handlers will be able to build work rest
cycles from objective data, rather than
subjective measurements that can endanger or
underutilize the MWD.
Current Status:
 MWD body temperatures were collected
during summer, 2007.
 Data is being analyzed by biostatistician.

through guided personal protection protocols.
Current Status:
 Field testing completed in August, 2007

Management Board for approval as the DoD
methodology for dengue virus vector surveillance &
to the Joint Projects Office for approval as a candidate
assay for FDA clearance on DoD the Joint Biological
Agent Identification and Diagnostic System (JBAIDS)

FIDO/Portable Explosive Chemical Detector
Description:
 COTS technology that provides chemical
detection capability for bare base/deployed
location ECPs and/or rolling TCPs
 FIDO’s primary use is to fill the MWD
requirement where MWD support is not
readily available
 Also supplements MWD operations as a
secondary detector or fill-in during canine
rest cycles

COMBAT RESCUE SLING
Description:
 The Combat Rescue Sling (CRS) is a lowcost, light weight, solution that facilitates the
rapid extraction of casualties by reducing
battlefield weight during a drag, lift or carrier,
though creating a mechanical advantage, in
turn increasing the survivability on the
battlefield.
 The goal is to provide the Combat Rescue
Sling to organizations with real-world and
combat extrications. This product will be
lightweight, low-cost, commercial off-the-shelf
solution to increase survivability on the
battlefield

TACP/BATTLEFIELD AIRMEN
Background:
 Battlefield Airman (BA) career fields are undermanned &
the warfighting capability is adversely impacted.
 Missions have been dropped, deployments adversely
affected because of manning shortfalls.
 BA career fields slotted to double but training pipelines
can’t produce enough to keep them fully manned now.
Initiative Goals:
 To increase operational capability and enhance force
protection by screening for highly qualified BMT’s to enter
Battlefield Airman career fields.
 Improved screening of BMT’s for capabilities required for
success as Battlefield Airmen will increase manning and
improve operational capability.

Active Denial Technology Bridge Program
Description:
 The program will take the Active Denial System
ACTD to the next level which is to transfer a
system into a Program Of Record. The Bridge
Program will continue the work and prepare the
documentation for any service to take the system
of choice into field for employment.
 The goal is to provide the warfighter with a
system that will produce the “Repel” effect at
range greater the small arms range (>500+M).
Several platforms are being consider for fielding by
the three interested services; USAF. USA, and
USMC. Currently the is considering procuring 6
systems for deployment.

Long Range Human Electro Muscular
Incapacitation (HEMI)
Description:
 The program will look at the art of the
possible with respect to long range
HEMI effects. Program will look at
producing Taser like effects at ranges
out to 100M. Current systems can only
effect targets out to 7m with a tethered
round. COTS and GOTS will be
evaluated.
 The goal is to provide the warfighter
with a system that will produce an
HEMI effect pass rock throwing ranges.
The effect should also last several
second (20-30s) in duration. Current
Taser effect last 5s per trigger pull.

Optical Warning Distract and Suppression
Program
Description:
Develop an Optical Warning,
Distraction and Suppressing
system for the warfighter to hail,
warning, or determine a target’s
intent. Determine the best system
for the warfighter using their input
and work with industry to find it.
 The goal is to effect a target
early in the warning cycle to allow
the warfighter the time to react
and protect resources and reduce
the number of escalation of force
(lethal) incidents with non-lethal
results.

MK19 Short Range Non-Lethal Munition
Description:
• Develop an NL Short Range
(100M) MK19 munition to fire from
the current lethal MK19 platform.
The round will be capable of firing
from the existing platform with no
modifications.
 The goal is to provide the
warfighter a NL MK19 round that
can be used in crowd control
missions with the current cycle rate
of the MK19 (300+ RPM) but
produce NL effects. Primary goal is
to reduce the number of escalation
of force (lethal) incidents with nonlethal results.
