HIGHLIGHTS/SUMMARY
Tour took place during holidays December -January Because of this not able to meet with some of major international organisations/donors that I had planned to meet A lot of interest and trust by diaspora in the education system in Puntland and in the Ministry Many people, ready to help, support the Ministry ( alot of untapped potential that needs to be harvested) Some individuals have contributed financially in cash Others have promised contribute resources such as wheelchairs and now waiting for shipment The Ministry is officially invited in Sweden, 4 -6 May 2012 The Ministry to follow -up and coordinate outcomes Submitted a proposal on special needs and creative learning through Spectacle Media

RESULTS AND FINDINGS 1
Holland Invited to speak at the present MoE work in Puntland during the ‘Education in Somalia: The Puntland Best Pracice Model’.
Invited by Borderline books (free books) to come and see warehouse of books and select the books for Puntland.
2 container shipments of primary and secondary reading books Support for girls with disabilities Attended fundraising workshops Meeting with International Students Association (SiB Groningen) who promised school furniture, library, teacher’s tools, learning materials

Sweden Puntland Community Organisation hosted us 2 big conferences Visit to the Parliament Lecture to Green Party members about gender in education Invitation to Codka Halabuurka Somali Cultural Fair, Gothenburg, Sweden, 4-6 May 2012 Huge fundraising event Visit to Green Party Lectures at several academic institutions Conference with Diaspora

Norway Welcomed and invited by the Puntland Community in Norway under the leadership of Abdiwahab Mohamed Special Educat Many young professionals/graduate students coming this summer to Puntland to visit MOE To do research on education in Puntland Establish Resource centre to be equipped by them Distributed PEF folders

London MoE Conference 100+ participants, mostly young people Mobilised resources (wheel chairs Raised some funds (see sealed enveloped) List of contributors (see sealed envelope) Participated in the Puntland Diaspora Forum Distributed PEF folders Birmingham MoE conference organised by HornAfriq (Mahad Botan) 100+ people came, mostly elderly men 60 people pledged to donate 10 USD every month directly to HornAfriq for PEF Distributed PEF folders

KEY ACHIEVEMENTS FOR THE LAST 2 YEARS:
Harmonization of Secondary schools curriculum, Standardization and harmonization of Primary and Secondary Leavers exams. Examination and certification department established Puntland Secondary Certificate are now being recognized by many countries.
To enhance quality education and competition among students, 242 scholarship have been granted (172 outside including 2 MA and 70 inside the country.
ACHIEVEMENTS.
Establishment of MOE printing Press.
400 primary and secondary teachers have been added in the MOE payroll for the last 2 years Reform at different level of MOE is ongoing at central, regional and district levels.
Establishment of Directorate of Higher Education and Special Education Needs Coordinator.

MOE human resource enhanced during last 2 years Improvement of financial management and reporting to exercise more transparency and accountability Teachers Code of conduct and school Rules and regulation developed and introduced Interim Education Plan- This was developed following visit by EFA Fast Track Initiatives to Puntland on the 17 th and 18 th May this year.

RESULT-1: POLICY & PLANNING
• • • • Puntland Education Act drafted, first validation workshop conducted and 2 ongoing nd validation workshop is planned to be held in Sept11 and enactment process Puntland Education Policy Paper revised with substantial inputs guided by concept of Equity, Quality, Relevance, Efficiency and sustainability incorporated 5 year Education Sector Strategic Plan (ESSP)framework and detailed Narrative on ESSP prepared guided by concepts of equity, quality, relevance, efficiency and sustainability.
Establishment of Basic Education Management Information System (EMIS) – • Equipment procured, • • • • special office space provided and four EMIS staff deployed.

RESULT 5: GENDER MAINSTREAMING AND CAPACIT Y BUILDING: Mainstreamed gender into the Puntland Education Policy Paper and TVET Policies Conducted trainings on gender mainstreaming tools and techniques for all MoE staff Recruitment and capacitating of Regional Gender Focal Officers (RGFOS) to support gender participation in all education aspects Established online communication tools for easier communication Establishment of Accelerated Female participation in Education (AFPE) to

Conduct media campaigns (debates, talk shows, radio programs, poetry and pros for girls participation in education Review of CEC training modules to mainstream gender and ensure importance of recruitment of female teachers Training of 40 female teachers Developed girls’ education IEC materials (posters, banners, leaflets, etc) for advocacy Encourage extra-curricular activities for drama, poetry and story-telling and competitions to promote creativity in schools Create and maintain an official page on the Ministry of Education website with details on the Gender Department and activities
WHERE ARE WE AFTER ICDSEA INTRODUCED?.
Legal and regulatory framework for proper regulation, access and equity in education exist Basic EMIS developed established Education Sector Coordination (ESC) regularized chaired by MOE and co-chaired.
HR department established, personnel gaps/needs identified and required HR policies and procedures in place (Recruitment, induction paper, attendance records, leave, JDs…) Gender mainstreamed in all education policies Gender Focal Points recruited and operational in all regions of Puntland, Accelaerated Female Participation in Education established to support girls schoolarships from primary to university.
WHERE ARE WE AFTER ICDSEA … CONT….
Levels of gender awareness and acceptance among the different levels of communities realized. Level of transparent and accountable financial management strengthened attracting more donor confidence 18 MOE employees are undergoing Post Graduate Diploma in Educational Management and Administration.
ICDSEA program reinvigorated MOE in terms of capacity and performance making it a role model ministry in whole Somalia (Visit of TFG president, TFG prime minister, induction session for Galmudug State minister of education, DG and 4 trainees).
RECOMMENDATIONS

Support teacher incentives to create more access for vulnerable and marginalized groups of the community.
Support MOE decentralization process at regional and district levels Construction of girls friendly schools/spaces to address gender parity.
