Reproductive Health and Safety
Education Parent Letter
• Before students participate in reproductive
health and safety education:
– Parents must be notified of the opportunity to
review the materials and objectives that will be
used in instruction.
– Parents may withhold or withdraw consent for their
child’s participation in all reproductive health and
safety education instruction or in specific topics
such as STD’s, the effectiveness and safety of
contraceptive methods, and awareness of sexual
assault and sexual abuse.
Building Hours
• Open at 7:30 am
• Closed by 3:15 pm
• Students expected to leave campus
ASAP at the end of the day
• No re-entry unless under direct
supervision of teacher, coach, or
administrator
Building Hours
• Students arriving prior to 7:45 am
should immediately report to
gymnasium lobby or the cafeteria, if
eating breakfast.
• Buses will unload at 7:30 am
– Bus students should immediately report to
gymnasium lobby or the cafeteria, if eating
breakfast.
Fire Bell
• The fire bell will be a continuous blast
from one or more of the alarm stations.
• You are to leave the building swiftly, but
in a quiet and orderly manner.
• One long ring of the bell will indicate
that it is safe to return to classes.
Tornado Bell
• Consists of a series of long rings of the
bell system.
• Follow instructions given by your
teacher.
• The all-clear signal will be a long steady
ring of the bell.
– Students are encouraged to become
familiar with the fire and tornado routes
Vistors/Vistor Passes
• All visitors come to the front office immediately upon
arrival on campus. Visitors must obtain a pass from the
main office. The pass is to be returned to the main office
when the visitor is ready to leave.
• Students: No student visitors during the day.
• Teachers: visitors are asked to respect a teacher’s
professional commitment to his/her work assignment and
restrict visits to after school. Exceptions may be made in
cases of parental appointments. This appointed time
should be during the teachers planning period.
– Note: There will be no visits to classes during the lunch
period except by appointment. Former students are not
allowed to visit during the regular school day unless it is to
secure transcripts and other information from the guidance
office.
Lockdown
• No one is to use cell phones during lockdown
• Only authorized personnel and others
authorized by PSRC are to use any methods
necessary to ensure the safety of our
campus.
• Only authorized personnel may enter or leave
the buildings
• No dismissal of students during lockdown
unless authorized by RSHS Administration
Medicines
• If any student has to take medicine
during the school day they must follow
to following:
– Prescription medicines must be taken to
the office in prescription label.
– Over the counter medicines need to have a
doctors note.
– A letter will be sent home with the students.

• Students encouraged to use facilities of the
media center
• The degree of citizenship displayed by the
users will directly affect the services that can
be offered
• Students may access the Media Center
during lunch with a proper pass issued by the
current period teacher, and after school until
4:30 pm each afternoon
Student Vehicles On
Campus
• Driving to school is a privilege, not a right
• Certain rules must be ordered to retain this privilege
– The rights of others, including their safety must be observed
at all times
• A 10-mph speed limit must be observed in all parking
lots. Speeding or reckless driving will result in the
loss of driving privileges.
• Upon arrival on campus by car, there will be no
leaving school grounds by car, or otherwise, unless
you are released to leave school through our
checkout procedure.
Student Vehicles On
Campus
• There will be no sitting in cars or playing
radios during the school day.
• Upon arrival at school students are to leave
cars immediately and enter the designated
school building.
• No loitering is allowed in the parking lot
before or after school.
• There will be a $20.00 parking fee and the
completion of the proper registration
information before a student may drive
his/her car to school.
Soliciting
• No soliciting is permitted on campus.
Check Policy
• Red Springs High School will always work with staff,
parents and students when collecting money.
– In the event that the school receives a returned check the
party will receive written notice within one week and a fee
may be charged.
– Should the party not clear the returned check within another
week then a second notice will be sent. Every effort will be
extended to accommodate the party with the returned check,
but the money must be recovered.
– Should the party fail to clear the returned check within
another week further legal action is subject to be taken.
– No further checks will be taken from parties that have given
us a check that was returned; therefore, you are encouraged
to pay by cash or money order and get a receipt.
Care of School Property
• Defacing walls, desks, doors, lockers
walkways, and other school property is
a sign of poor citizenship.
• Students will be held financially
responsible for any vandalism or willful
destruction of any property belonging to
the school, its employees, or students
and will face disciplinary action.
Eating/Drinking in Buildings
• Food and beverage (from the cafeteria
menu) will only be consumed in the
cafeteria during breakfast and
lunchtime.
• Soft drinks are not permitted.
• Students are not permitted to have food
and/or beverages delivered to them
from outside the school.
Restrooms During Lunch
• The restrooms in the Gym Building are
to be used during lunch.
• All other restrooms are closed during
the lunch period.
• Admittance will not be permitted.
Restricted Areas
• Students are not allowed to enter any
building prior to 7:55 am with the
exception of the gym lobby and the
cafeteria for breakfast at 7:30 am.
• All students who do not eat breakfast
and arrive prior to 7:30 am must report
directly to the gym lobby area or
courtyard.

Student Book Bags
• Clear or nylon mesh book bags are the only
kind that will be allowed on the campus and
all others will be confiscated immediately.
• Gym bags cannot be transported from class
to class and in the halls unless students are
going to a gym class at that time. At all other
times gym bags should remain in the
student’s locker.
• Failure to comply will result in gym bag
confiscation and possible disciplinary action.
Student Gym Bags
• Students are required to have gym bags
that are clear or nylon mesh. This is
according to G.S. I 15C-105.45; I 15C105.46; and G.S. I l5C-l05.47.

Complaints and Grievances
• It is the policy of the Board of Education
for the Robeson County Public Schools
that all students shall have the right to
present for solution any problem arising
within their status as students and shall
be encouraged to exercise this right
without fear of recrimination.

Lost And Found
• Lost and found items will be maintained in the
front office for a period of 30 days.
• After which the item(s) will be discarded or
given to a charitable cause.
• Should a student lose an item, please check
with the office staff immediately.
• Students, if you find a lost item, please turn it
in at the front office, immediately.
Lost TextBooks
• A student who loses a book shall be issued
another after a reasonable effort has been
made to locate the first one and after the
student has paid for the lost book or a debt
slip has been prepared and filed with the
school secretary.
• If it is necessary for the teacher to file a debt,
the debt will be expected to be paid by the
end of the present school year

Class Attendance
• You are assigned to a teacher for as
many times as four periods during the
school year.
• Be in your assigned areas at all time.
• No wandering about in the hallway after
the tardy bell or loitering in the
restrooms without a hall pass.
• Cutting class will result in suspension
from school
Class Attendance
• If excused to the restroom, you must
have a properly signed pass
• Must use the restroom in the building in
which your class is being held
• Students are allowed no more than five
(5) excused absences in a semester
and ten (10) cumulative excused
absences for a school year.
School Attendance
• No student may not be allowed absent
from school more than three (3) times
during a nine (9) week reporting period,
other than for school related activities.
• You must make up three (3) days must
be made up. At the end of the nine
week period will result in an F for each
class in which the student has
absences.
Unlawful Absences
• All students who are under the age of
16 and have ten (10) or more unlawful
absences will have charges pressed
against them and their parents for
failure to obey the mandatory state
attendance laws.

• If a student is tardy to class, he/she must
report to the main office.

Early Release Procedures
• A student should, upon arrival to school,
bring a note from his/her
parent/guardian to the main office in
order for approval to be granted before
time of early release. (All notes must be
in the office by 9:00 am)
• The parent/guardian should also call the
office to verify the request for students
dismissal. Non-verified notes will not be

• The parents/guardian is encouraged to
schedule the time of dismissal either during
the first five minutes or the last five minutes of
class time.
• In some circumstances, when the
parent/guardian is unable to follow the above
procedures, the the parent/guardian may
come personally to the office to check the
student out of school.

• A student must sign in.sign out
personally. The student should not
instruct a fellow student to do this for
him/her. Any student found to be guilty
of doing this will be subject to
disciplinary action.
• If a student becomes ill during the
school day, he/she is to report to the
front office where one of the office staff

– (A) Must be a senior,
– (B) have an official letter (one on company
letterhead) form the employer stating the
employee’s (student’s) name and the work
schedule,
– (C) parent’s written approval on file with the
principal,
– (D) employment must not interfere with student’s
college pathway.
Field Trips And Regulations
• All school-related educational field trips

• No field trips shall be taken two weeks
prior to or during the end of grade, end
of course or any other local state
administered test including Pre-K
through Kindergarten test assessment.
• Private automobiles shall not be utilized
for field trips.

difficult, if not impossible to replace if missed.
• It is the intention of the PSRC that classes
missed be kept to an absolute minimum
through close scrutiny and a monitoring
system.

Misuse Of Confidential
Information
• North Carolina law prohibits the misuse
of confidential information by school
staff, students or anyone visiting the
school campus.
Suspended Students May Not Attend
School Events During Suspension
• All school-sponsored events or activities
scheduled after school.
• This includes athletic events designated
as home events, are extensions of the
school day and are to be considered as
part of the school day and may or may
not include graduation ceremony.
Unauthorized Objects At School
Telephones/Communication Devices
• Radios, Tape Players, Beepers, ( Electronic
Devices ) etc. are NOT permitted
• Bringing these items to school will result in:
– 1st Offense: Confiscation Until End Of The Day .
– 2nd Offense: Confiscation until parents conference
with administration .
– 3rd Offense: Confiscation with the possibility of not
getting the item(s) back.
– (Refusal to submit the confiscated item will result
in further disciplinary action.)
Playing Cards and Dice
• Cards and dice are prohibited on
campus at any time and for any reason.
• Possession thereof will result in
confiscation and disciplinary action.
Obscene Material
• Material of this nature is not only a
violation of schools rules but a violation
of NC state statutes as well.
• Violators of this rule will be handled in a
serious manner.
• Parents will be contacted.
Delivery Of Flowers To
Students At School
• Red Springs High School does not
accept delivery of flowers or other nonessential materials.
Trespassing
• No student shall be on campus of
another school in the PSRC system
during the school day without the
knowledge and consent of the officials
of the school he/she is visiting.
Hall Passes Required
• Students are not permitted in the halls during
class periods unless they have a written hall
pass from an authorized staff member .
• A student is not to be dismissed from class to
use any office telephones unless a teacher
determines that the student is sick and needs
to go home.
– This hall pass must include destination, date, time
and must be signed by the staff member.
Outside Food and Beverages
• We must cooperate with the federal
guidelines for cafeteria operation.
• No food and beverages from the outside
permitted.
– Exception to this is those students with
health concerns
Outside Posters and Flyers
• All posters and announcements to be
displayed at RSHS must first be
approved by the administration
Teacher’s Lounge
• Students are not permitted in the
teachers lounge for any reason.
• Teachers and Substitutes are not to
send students to the teachers lounge for
their mail/snacks/beverages or
attendance reports.
Students Code Of Conduct and
General Student Conduct
• All students have A responsibility to behave in a
manner that will show respect for themselves, for
their families, for their peers, for their faculty, and for
the school in general.
• Students will be known as RSHS students whether
they are in class or at extra-curricular activities at
home or away, and their behavior is a reflection on
the image of the school and the community.
• Inappropriate conduct will not be tolerated.
• The administration and staff expect high standards of
behavior from all the students at RSHS.

proper clothing underneath.

• Shoes must be worn at all times, no
shower shoes, and no bedroom slippers

• If a student is not in class after the Tardy bell
rings then that student will be assumed to be
skipping and will be reported to an
administrator or a SLC coordinator as
skipping.

• Consequences for student engaging in

in accordance with the public schools of
Robeson county’s code of conduct.
• Parents/guardians will be notified of all

Compliance For Visitors
• Visitors using tobacco products will be
asked to refrain while on school
property or leave the premises.
• Law enforcement officers may be
contacted to escort the person off the
premises or cite the person for
trespassing if the person refuses to
leave the school property
Opportunities For Cessation
• The administration will provide
programs or opportunities for students
to gain a greater understanding of the
health hazards of tobacco use and the
impact of tobacco use as it relates to
providing a safe, orderly, clean and
inviting school environment.

• The office are for conducting school
business. It is not to be used as a place
to socialize. Failure to comply with this
rule will result in disciplinary action by
the school administrators.
Identification Of Students
• Students shall promptly identify
themselves clearly and accurately upon
requests of teachers, student teachers,
substitute teachers, teachers assistant,
administrators, or other school
personnel during any period of time
when they are properly under the
jurisdiction of school.
Cafeteria/Lunch
• NO cafeteria prepared food is to be
eaten outside the cafeteria during lunch
period.
• NO soft drinks may be brought into the
cafeteria in bottles or cans.
• NO food fights will be TOLERATED

recommendation for expulsion.
• The list is not intended to be all inclusive or to
restrict the authority of the principal to make
regulations to govern and operate the school.

Interrogation and
Searches
• To maintain order and discipline in the
school and to protect the safety and
welfare of students and school
personnel, school authorities may
search a student, student locker or
student automobile under the
circumstances as defined the following
paragraphs.
Interrogation
• If you are carried out by a police officer
than your parents should be present at
the questioning except in cases of child
abuse or neglect by the parent.
Personal Searches
• A student’s person/and or personal effect
(e.g., purse, book bag, etc.) may be searched
whenever a school authority has reasonable
suspicion to believe that the student is in
possession of illegal or unauthorized
materials.
• If a pat down search of a student’s person is
conducted, it will be conducted in private by a
school official of the same sex and with an
adult witness present, when feasible.
Locker Searches
• Student lockers are school property and
remain at all times under the control of the
school; however, students are expected to
assume full responsibility for the security of
their lockers. Periodic general inspections of
lockers may be conducted by school
authorities for reasonable suspicion anytime
without notice, without student consent, and
without a search warrant.
• Money and other valuables are not to be
stored in lockers. The school cannot be
responsible for money or other valuables left
in student lockers.
Automobile Searches
• Students are permitted to park on school premises as
a matter or privilege, not of right.
• The school retains authority to conduct routine
patrols of student parking lots and inspections of the
exteriors of student automobiles on school property.
• The interiors of student’s vehicles may be inspected
whenever a school authority has reasonable
suspicion to believe that illegal or unauthorized
materials are contained inside. Such patrols and
inspections may be conducted without notice, without
student consent, and without a search warrant.

Student-to-Student
Harassment Policy
• The board hereby prohibits students from
engaging in harassment during the school
day and at all extracurricular activities,
including school sponsored events away from
school and advises students that such
conduct, where established by evidence, will
result in appropriate disciplinary action,
including disciplinary action up to and
including expulsion from school and/or
criminal prosecution.
No Retaliation
• The Public Schools of Robeson County
prohibits any form of retaliation against
individuals who report harassment or
who cooperate in the investigation of
such reports. In accordance with this
policy, the school district will take
appropriate disciplinary action for any
such retaliation.
Student Guidance And
Counseling Program
• The guidance department of Red Springs
High School exists for one purpose...that is to
help students, parents and teachers.
• It is important that students become aware of
services available so that they can take
advantage of all the services offered by the
guidance department.
Pregnancy
• When school personnel become aware
of a student’s pregnancy the following
guidelines should apply:
• The student should be encouraged to
confer with the school guidance
counselor and the student’s
parent/guardian, if the student has not

Schedule Changes

• The following shall apply to all students

– An exam is an integral part of the learning
process, and as such, its value and
usefulness must be maintained.
Attendance is also an integral pert of the
learning process, and as such, optimum
attendance.
Class Rankings
• All high school kids shall be ranked
based on school quality points.
• If a student fails a class and gets no
quality points the course must still be
included.
• Ranking will be done at the junior year
with Marshal ranking.
• A ranking at grade 12 shall be
completed at the end of the third
marking point.
Junior Marshal Selection
Process
• Marshals are selected after the end of
the third nine week’s grade period
• Marshals are eleventh graders
• The 3rd nine weeks’ grade will be
treated as the final mark for the course
• If there is a tie for Marshal, then all
additional students with 12th place GPA
will be selected for Marshals.

• A valedictorian and Salutatorian is
chosen for only the 12th grade class.
• A student with the highest GPA at the
end of the third nine weeks of their
senior year will be the class

Method For Calculating
Final Grade
• All final semester exams and/or EOC
testing will calculate ¼(25%) of a students
final average grades will not be lowered
because of poor conduct, but behavior in
class that leads to suspension from class
may result in lower grades by virtue of
absence.

• The principal has the right to change a grade,
but should not do so without the teacher’s
consent, except in the most extenuating
circumstances. The Board of Education for the
Public Schools of Robeson County requires
notification to parents at the mid point of a
marking period. A copy of the notification shall
be sent to the parent, one signed copy filed on
the principal’s office, and one retained for the
teachers file.

• At the end of each grading period for
students in grade 9-12, honor rolls shall
be made public.
• These honor rolls shall consist of three

Law For Student Under 18
• The revocation of a student’s driving
permit or license will result if a student
is unable to maintain adequate progress
or drops out of school. The law came
into affect August 1, 1998
Athletics
• Eligibility and Scholastics requirements for High
School Athletics Participation.
– A minimum of scholastic courses is defined as three
courses.
– At least one of the the courses must be an academic
course.
– A student cannot participate more than four seasons in
any sport.
– Students must have at least 85% attendance of the
previous semester to be ineligible to play the sport.
– Students are ineligible to participate in a sport if they
will be nineteen on of before October 16.
– If a student is caught with dugs or drug paraphernalia
they are ineligible to play sports that season and the
next season.
Attendance
• No student may play or practice on an
interscholastic team if they didn’t attend
school that day.
• Students will not be excused for class
early for home contests or practice
unless prior approval of administration.
Medical Examination
• Each player must receive a medical examination by a
physician each school year prior to the beginning of
practice for participation in interscholastic athletic
contests.
• Once the physical is obtained, it is good for one year
from the date it was received.
• The physical must be on the form provided by the
school and it is also the student’s responsibility to
have the other information completed and returned
prior to participating in the first practice. The form is
entitled Athletic Participation Form.
Care And Maintenance Of Equipment
And Facilities
• Students are responsible for all
equipment issued to them.
• Students will be expected to pay for
damaged, stolen, or lost equipment.
• Any student who defaces school
property, damages equipment or
facilities, or steals any belongings from
school will be dismissed from the team.
