Senato e consultazioni: e la Comunità dov’è?

TORONTO - È stato un lavoro notevole quello sviluppato dal Consiglio consultivo indipendente per
le nomine in Senato (IABSA, Independent Advisory Board for
Senate Appointments) il 31 marzo
scorso. L’IASBA aveva il compito
di avviare le consultazioni per sostenere le nomine dei Senatori in
Manitoba, Ontario e Quebec.
Tale processo ha generato interesse da parte di 284 richiedenti, il 68% di essi (194) proveniente
dall’Ontario. Nessun italocanadese
è stato selezionato in questa fase.
Qualcuno potrebbe dire: e allora? Beh, uno dei criteri di selezione ai quali doveva attenersi l’IABSA era rappresentato da etnia e diversità. Solo in Ontario gli italo-canadesi sono un milione su quasi 13
milioni di abitanti. Non ci sono senatori di origine italiana in Senato.
Non è colpa dell’IABSA.
L’Advisory Board “ha avviato
ampie consultazioni con le organizzazioni non-profit... le comunità etniche, le organizzazioni di servizio alla comunità, le camere di
commercio, così come professionisti, aziende, arti e mestieri... organizzazioni sportive e istituti di istruzione come università e colle-

Più o meno cinquecento di queste organizzazioni, che corrispondono alla descrizione, sono elencate nell’appendice che accompagna la relazione. Sono seguite altre
150 richieste di informazioni supplementari (posso contarne cinque di queste, anche se non sono
assolutamente interessato a fare il
senatore).
Nessuna di queste organizzazioni proviene dalla comunità italocanadese ad eccezione del COSTI
(un’organizzazione fondata nel dopoguerra da immigrati italiani ma
ora multietnica e multirazziale) e
del Canadian Ethnocultural Council (CEC).

is the Italian Canadian Community?

TORONTO - It was impressive work, that
reported by the Independent Advisory
Board for Senate Appointments (IABSA)
on March 31. The IASBA had the task of
undertaking consultations to support the
appointments of Senators for Manitoba,
Ontario and Quebec.
That process generated interest from
284 applicants, 68% of them (194) from
Ontario. No Italian Canadians were selected from this round.
Some might say, so what? Well, one of
the criterion for selection guiding the
IABSA was ethnicity and diversity. In Ontario alone, Italian Canadians represent
one million of the almost 13 million inhabitants. There are no Senators of Italian
background in the Senate.
It is not the fault of IABSA.
The Advisory Board “undertook broad
consultations with non-profit organizations... ethnic communities, community
service organizations, chambers of commerce, as well as professional, business,
arts… labour… sports organizations, and
educational institutions such as universities and colleges”.
Five hundred such organizations, more
or less, fitting that description are listed
in the appendix accompanying the report.
A further 150 requests for additional information followed (I can account for five of
them, although I am absolutely NOT interested in the position).
None of those organizations were from
the “Italian Canadian” community, except for COSTI (an organization founded by post war Italian Immigrants but now
multi-ethnic and multiracial) and the Canadian Ethnocultural Council (CEC).
COSTI did not provide a name, and CEC
at time of printing had not yet respond to
email questions on the transitional process. The point, though, is that none of the
organizations that put themselves forward
as representatives of the Community’s interests were consulted.

Again, not the fault of the IASBA. They
were not on the list of organizations provided by the Privy Council Office (PCO),
the bureaucracy that, among other things,
keeps track of the organizations that need
to be consulted on matters of public policy
in order to provide fulsome advice to the
Prime Minister.
The Corriere Canadese has a list of 260
such organizations (Italian Canadian)
from the GTA alone. It is odd that those
community “leaders” had no connection
to the PCO. Maybe they had little confidence in the ability of their membership
to fulfill the requisite “merits”.
The reader can judge for herself/himself. At any rate, a “merit-based review
was completed to assess the suitability of
each of the recommended candidates, in
accordance with the Terms of Reference”.
Candidates needed to demonstrate a
high level of competence in at least ONE
of these fields: legislative experience, service to one’s community and excellence in
one’s chosen field of endeavour.
There is no shortage of individuals from
the community who can fit the criteria and
represent the Community ably in a Chamber whose task (in part) it is to reflect the
composition of our society.
No interviews were conducted.
Maybe the organizations in question
have yet to grasp the concept of advocating for those they claim to represent.

nelle loro capacità di soddisfare i
“meriti” richiesti.
I lettori possono giudicare da
soli. In ogni caso, una “revisione
basata sul merito è stata completata per valutare l’idoneità di ciascuno dei candidati segnalati, in conformità con i termini di riferimento”.
I candidati dovevano dimostrare un alto livello di competenza in
almeno uno di questi campi: esperienza legislativa, servizio alla propria comunità ed eccellenza nel
campo di attività scelto.
Non c’è carenza di persone nella comunità in grado di rispettare
i criteri e rappresentare abilmente
la Comunità in una Camera il cui compito (in parte) è quello di riflettere la composizione della nostra società.
Non sono state condotte interviste.
Forse le organizzazioni in questione devono ancora afferrare il
concetto di sostegno e difesa di coloro che dicono di voler di rappresentare.
