A.1 Specific Technical Aspects
- The Exhibition Quarters of Parma are characterized by the presence of
many underground plants and utilities; it is thus forbidden to excavate,
drive pointed objects, cause particular strains to the pavement with
loads, vibrations, etc .
- It is forbidden to autonomously connect to utilities. As far as electric
plants are concerned, during the outfitting and dismantling phases
only service sockets within the indicated power limits may be used.
When using them or when using multiple sockets, special attention
shall have to be paid when positioning possible extension cords by
taking care that they never hinder free circulation inside the quarters
and that they are properly protected; it will also be necessary to
prevent, in compliance with accident prevention rules and by using
no special means, possible contact with live parts. In the dismantling
phase, always make sure that the electric plant has been
disconnected.
- No loads shall have to be applied to elevation structures; should it be
necessary to enter the quarters with particularly heavy vehicles or
materials being such as to originate an overload exceeding 600
Kg/sqm, always warn the Technical department of the Fiere di Parma
so that they check the static compatibility with road pavement and
floors.
- Vehicles, except for electric or catalyzed lift trucks, shall not be
admitted into the pavilions.
- It is forbidden to lift the covering plates of manholes.
- It is forbidden to bring into the exhibition quarters explosive,
detonating, asphyxiating or anyway hazardous materials or light fires
without the prescribed caution and the necessary authorization by the
competent authorities; it is also forbidden to bring into the quarters or
use compressed or liquefied gases bottles inside them.
- It is forbidden to exhibit machineries or vehicles having the tank full of
fuel.

Riteniamo corretto informare gli stessi operatori che usualmente agiscono nel ns. quartiere
fieristico, affinché‚ si facciano carico di una sensibilizzazione in proposito.
Cogliamo l’occasione per ricordare la necessità che gli allestitori richiedano agli Espositori loro
committenti il Regolamento Tecnico di Manifestazione, nel quale sono indicati i criteri e divieti
anche in riferimento agli allestimenti per tutelare la sicurezza nel quartiere fieristico.
Fra le azioni che Fiere di Parma ha intrapreso. vi è un’opera di sensibilizzazione degli Organizzatori
e degli Espositori delle varie manifestazioni sull’esigenza che si ottemperi a quanto prescritto
dall’art.26 del DL 81/2008, nel caso di affidamento “diretto” di lavori di allestimento e disallestimento,
o di qualsiasi altro lavoro, all'interno del quartiere fieristico.
In particolare si richiama l’attenzione sulla necessità che ognuno per le rispettive competenze, in
caso di affidamento "diretto" di lavori all’interno del quartiere fieristico compia le seguenti azioni:
l) verificare l'idoneità tecnico-professionale delle imprese o dei lavoratori autonomi a cui sono stati
affidati i lavori anche attraverso l'iscrizione alla camera di commercio, industria e artigianato;
2) fornire agli stessi soggetti informazioni sui rischi specifici esistenti nell’ambiente in cui sono
destinati ad operare. A tal fine, per fornire alcune indicazioni generali in tal senso, Fiere di Parma
ha predisposto un allegato (vedi allegato A) dove sono riepilogati, in maniera esemplificativa,
alcuni dei divieti e dei rischi presenti nel Quartiere Fieristico;
3) nel caso in cui venga richiesto nello stesso stand o area l’intervento di più aziende; dovrà essere
cura del soggetto che contrattualmente ha richiesto gli interventi di attivare l'azione di
coordinamento fra le varie lavorazioni al fine di eliminare i rischi connessi ad interferenza fra le
stesse.
Data I'atipicità dell’attività fieristica, per il coinvolgimento di più soggetti riteniamo opportuno
attivare una serie di iniziative per sensibilizzare le varie figure, oltreché‚ attivare una informativa su
alcuni dei possibili rischi presenti a seguito delle lavorazioni nel quartiere fieristico.
Come noto il DL 81/2008 e successive modifiche e integrazioni, ha definito delle nuove disposizioni
in materia di sicurezza sul lavoro.
Oggetto: Sicurezza sul lavoro - aspetti riguardanti l'attività fieristica.
N.B.:
A.2 Aspetti connessi alla presenza simultanea di più operatori
Data la probabile presenza contemporanea di più operatori nello
stesso ambiente di lavoro;
ogni azienda dovrà avere cura di non effettuare lavorazioni che
possano costituire pericolo
per gli altri In particolare:
- Non bisogna occupare con le proprie lavorazioni aree esterne al
proprio stand. e qualora ciò fosse impossibile per provate
esigenze tecniche, vanno comunque sempre garantite le
necessarie vie di fuga e dovrà essere verificato, a cura dell'azienda
che utilizza gli spazi esterni a quelli del proprio stand, che ciò non
costituisce pericolo per i lavoratori delle altre aziende.
- E' fatto divieto di accumulare materiale di rifiuto delle
lavorazioni, combustibile: man mano che esso viene prodotto,
sarà cura dell'azienda provvedere al suo allontanamento.
- Le lavorazioni di ogni azienda non devono costituire pericolo per
gli altri lavoratori.
A.1 Aspetti tecnici specifici
- II quartiere fieristico di Parma è caratterizzato dalla presenza di
una forte utenza impiantistica sotterranea, pertanto è vietato
effettuare scavi, infiggere punte, provocare sollecitazioni
particolari alle pavimentazioni con carichi. vibrazioni, ecc. .
- Non bisogna allacciarsi autonomamente ad impianti. Per quanto
riguarda gli impianti elettrici durante le fasi di allestimento e
disallestimento, si possono utilizzare le sole prese di servizio nei
limiti di potenza ivi indicate. Nel loro utilizzo particolare
attenzione dovrà essere posta nel posizionamento di eventuali
prolunghe che non dovranno intralciare la percorribilità del
quartiere ad essere adeguatamente protette, o nell’utilizzo di
prese multiple. e che dovranno garantire, nel rispetto delle
specifiche norme antinfortunistiche, l’impossibilità. senza l’uso
di mezzi speciali di venire in contatto con le parti in tensione.
nelle fasi di disallestimento bisognerà avere cura di verificare
che, si sia proceduto al distacco della tensione dell'impianto
elettrico.
- Non si dovranno applicare carichi alle strutture in elevazione e,
qualora si debba accedere con mezzi o materiali particolarmente
pesanti tali da determinarne un sovraccarico maggiore di 600
Kg/mq, si dovrà avvisare l’Ufficio Tecnico di Fiere di Parma per
verificarne la compatibilità statica con le pavimentazioni stradali
ed i solai
- E' vietato accedere all'interno dei padiglioni con automezzi di
trasporto che non siano muletti elettrici o dotati di marmitte
catalitiche.
- E' vietato sollevare le piastre di copertura dei pozzetti.
- E' vietato introdurre nella sede fieristica materiali esplosivi
detonanti asfissianti o comunque pericolosi o accendere fuochi
senza le prescritte cautele e le necessarie autorizzazioni delle
autorità competenti, nonché‚ introdurre od usare bombole di gas
compressi o liquefatti.
- E' vietato lasciare in esposizione macchinari o autoveicoli con
serbatoio pieno di carburante.
B. Disposizioni in caso di incendio o di situazione di
pericolo
Fiere di Parma è dotata di squadra di vigilanza
antincendio e di impianti antincendio (estintori idranti.
ecc.). Pertanto all’instaurarsi di una situazione di
pericolo dovrà essere data comunicazione tempestiva
alla squadra antincendio. In caso di incendio, oltre ad
avvisare gli addetti secondo le modalità di cui sopra,
ogni azienda dovrà curare che ogni suo lavoratore
mantenga la calma e segua le istruzioni del personale
preposto. Eventualmente poi potrà intervenire con gli
estintori che sono posizionati in corrispondenza alle
uscite.
Nel caso che venga impartito l’ordine di evacuazione,
ogni lavoratore deve evitare di correre o di strillare, non
deve servirsi degli ascensori deve dirigersi verso le
uscite di sicurezza segnalate più vicine
- Per quanto attiene l’utilizzo di automezzi o carrelli
all’interno del Quartiere Fieristico, le aziende devono
attenersi rigorosamente alle prescrizioni e divieti
presenti.
- La velocità dovrà essere sempre inferiore a 10 Km/ora
nei piazzali esterni.
- In caso di soste prolungate si deve spegnere il motore.
- E' obbligatorio parcheggiare unicamente nei posti a ciò
preposti e, soprattutto, non si devono ostacolare con la
sosta le vie di fuga o i passaggi.
- E' vietato ostruire con la fermata del proprio mezzo; le
vie dedicate alla circolazione d'emergenza.
- E' vietato abbandonare strumenti o mezzi pericolosi
incustoditi in quanto vi è il pericolo che qualcuno ne
entri in contatto. Pertanto tutti gli strumenti. che per
particolari esigenze dovessero essere lasciati incustoditi
nel proprio stand; dovranno essere disabilitati nel
funzionamento.
- L'emissione di fumi polveri e rumori potrà essere
effettuata limitatamente ai livelli consentiti dalle
disposizioni di legge.
Avendo più operatori presenti simultaneamente, si
ricorda alle aziende che la fornitura ai propri dipendenti
di mezzi di protezione individuale al fine del rispetto dei
termini di legge in merito alle emissioni di polveri o di
rumore; può non costituire certezza del rispetto della
normativa a causa della presenza di operatori di altre
aziende.
Nella realizzazione degli stands espositivi le aziende
allestitrici dovranno considerare che essi sono effettuati
in presenza di pubblico e come tale si dovranno studiare
soluzioni che, nel rispetto delle normative vigenti,
assicurino la sicurezza del pubblico e degli espositori.

B. Provisions in case of fire or in case of danger
Fiere di Parma can rely upon a fire-fighting squad and upon
a fire prevention system (fire extinguishers, hydrants, etc.).
Hence, should a dangerous situation take place, this shall
have to be immediately communicated to the fire-fighting
squad. In case of fire, further to warning the fire-fighting
squad in compliance with the above described instructions,
every company shall have to make sure that all of its
employees keep calm and comply with the instructions
given by the fire-fighting squad. If necessary the fireextinguishers that are positioned nearby the exits may be
used.
In case the evacuation order is given, workers shall have to
avoid running or screaming, they shall have to avoid using
the lifts and they shall have to try to reach the nearest
signalled safety exits
- Running speed shall never have to exceed the 10 Km/hour
limit in the external squares.
- In case of long stops, always turn off the vehicles engine.
- Vehicles shall only have to be parked in the relevant parking
areas and, above all, parked vehicles shall never have to
obstruct escape ways or passages.
- It is forbidden to obstruct with a parked vehicle the lanes
that are dedicated to emergency circulation.
- It is forbidden to leave dangerous instruments or vehicles
unattended to avoid any possible accidents. All the
instruments that, due to particular needs, are to be left
unattended inside a stand shall hence have to be disabled.
- Smokes, dusts, and noise emissions shall never have to
exceed the levels admitted by law provisions.
Given the simultaneous presence of more operators, we
remind the companies that, even though they supply their
employees with individual protection means, in compliance
with the provisions of law regulating dusts or noise
emissions, this may not be held for certain a fulfilment of
the regulations in force, due to the presence of operators
working for other companies.
During the realization of the exhibiting stands the outfitting
firms shall have to consider the fact that the outfitting
operations shall have to be carried out in presence of the
public, hence specific solutions shall have to be worked out
which, while complying with the standards in force, are able
to ensure both visitors and exhibitors safety.

We also seize this opportunity to remind to the outfitters the need to require to the Exhibitors the
Technical Regulations of the Exhibitions, which define relevant criteria and prohibitions also with
reference to the outfitting activity in the aim of safeguarding safety inside the exhibition quarter.
Fiere di Parma, among other initiatives, undertook to awaken Organizers and Exhibitors involved in the
various events to the need of complying with what is prescribed by art. 26 of Legislative Decree DL81/2008
in case outfitting or dismantling works or in case other works are “directly” subcontracted within the
exhibition quarters.
In case works are “directly” subcontracted within the exhibition quarters, particular attention shall have to
be paid to the need that everyone carries out the following actions according to his/her own skills:
l) check if the firms or the self-employed workers to which the works have been subcontracted are
actually apt to carry them out even by checking their registration to the Chamber of Commerce,
Industry and Handicrafts;
2) Inform the firms or the self-employed workers about the specific risks existing in the environment
where they shall have to work. With this respect, in order to supply some general indications, Fiere di
Parma prepared an annex (see annex A) which recapitulates in an explanatory way some of the
prohibitions and of the risks that are present inside the Exhibition Quarters;
3) In case within the same stand or area the intervention of more firms is required, the principal, which
contractually asked for the above mentioned interventions, shall have to act as co-ordinator between the
various subcontractors in order to eliminate the risks being related to the possible interference among
them.
Given the atypical character of exhibiting activity, since it involves more subjects, we deem it opportune
to implement a series of initiatives in order to make the various operators aware and to issue an
information report on some of the possible risks that are present due to the activities that are carried out
within the exhibition quarters.
As it is known the Legislative Decree DL 81/2008, as later amended and complemented, sets new
provisions governing safety at work.
