Nevojitet, zbatimi i plote i programit dhe vullneti i forte politik per te pershpejtuar perpjekjet, vecanerisht ne nivelet e larta te korrupsionit. Nevojiten perpjekje me te medha per te parandaluar ne menyre proaktive, per te zbuluar dhe per te ndjekur korrupsionin. Duhet rritur vetedijen per korrupsionin si shkelje e rende penale dhe ne organet pergjegjese per zbatimin e ligjit, duhet zhvilluar kodekse per sjellje dhe plane per aksion per te parandaluar korrupsionin. Arritja e permiresimeve dramatike ne fushen e prokurimeve publike ne shume sisteme ligjore eshte sikur te perpiqesh te qerosh nje qepe pa qare: perpjekje dhe frustracion. Nuk behet fjale vetem per para por edhe per kosto sociale e cila mund te jete e konsiderueshme: Per shembull… Kostoja e gjithe ketyre nevojave te vecanta do te duhej te perfshinte edhe rrogen e disa njerezve e do te duhej te monitoronin ceshtjet qe kane te bejne me politiken dhe procesin rreth prokurimeve, qe te sigurojne se zbatohen ashtu si duhet.. Mosperfillja nga ana e politikaneve tane e ceshtjeve te cilat realisht kerkojne politike inovuese. Renja i besimit publik ne institucionet politike. Erozioni i sjelljes etike ne sektorin publik dhe largimi i stafit profesional per prokurime ne vende ku cmohen me shume Dhe perfundimisht, kostoja padive kunder entitetit publik, proceset penalekunder atyre te cilet supozohet te kene kryer veprapenale, dhe kostoja e brugosjes te zyrtareve te denuar si dhe kostoja e ndertimit te burgjeve te reja © OECD Union, principally financed by the EU.
