In Romania, the System of the Special
Equipment Safety Supervision is
embodied by the State Institution:
“National Authority for Control & Approval
of Boilers, Pressure Vessels and Hoisting
Equipment ( briefly named “ISCIR” ).

HISTORY

Founding:


Law no. 491 from 10.02.1910
- relating to the safety measures for boilers,
machineries, mechanical and electrical installations,
as well as to the hygienic measures from the
industrial sites.
At the present time:

- associated member of the CEOC since 1998 and
since 2000 it is a member with full rights

Government Decision HG no. 1340 from 2001 –
Organization and Functioning of ISCIR

Government Decision HG no. 182 from 2005 –
Measures regarding the re-organization and the
functioning of ISCIR.
ISCIR Fields of activity
A. Pressure vessels, hoisting equipment and fueled
appliances subject to the regulations of the technical
verification;
B. Pressure vessels, hoisting equipment and components
from the nuclear power plants subject to the regulations
of the technical verification;
C. Materials
used
for
construction,
assembling,
commissioning, repair and verification of the installations,
appliances and means of control subject to the special
regulations of the technical verification;
ISCIR’s Abilities

It assures – on behalf of the State – the control of the
conformity with the legal requirements of its field of activity,
by means of technical supervision, control and verifications
during operation, as well as by means of market
surveillance.

It draws up technical regulations for its field of activity,
complying with the requirements of the EU harmonized
legislation from the regulated field.

It assesses the installations and the equipment according to
the requirements of the applicable technical regulations.

It makes expertise and assesses the causes and the effects
regarding the accidents and the damages occurred in its
field of activity.
Organization of ISCIR

ISCIR comprises five departments and 15 Territorial Inspectorates:

Department of Technical Supervision during operation and nondestructive testing – briefly named INSPECT CLASSIC;

Department of Nuclear Power Plant Equipment and Components
- briefly named INSPECT NUCLEAR;

Department of Market Surveillance - briefly named ISCIR SP



ISCIR SP

According to the Government Decision H.G. no. 1340
from 2001, based on the Law no. 608/2001 relating to
conformity assessment of products, ISCIR SP has the
following main tasks:

It verifies the conformity with the requirements of the applicable
legal regulations regarding the conditions imposed for placing on
the market the products which belong to the regulated fields.

It collects relevant information referring to:
- products which belong to the regulated field;
- manufacturers;
- importers;
ISCIR SP - continuing ■ It states the degree of non-conformity with the legal
requirements and inflicts fines;
■ It surveys the way of solving the non-conformity
situations;
■ It develops systems of exchange of information with:
- Other authorities dealing with market surveillance;
- Notified/ Designated Bodies;
- Custom.

The activity of market surveillance is coordinated by:
one Deputy Chief State Inspector,
one Chief Inspector,
and five specialized inspectors.

sustained by:
two specialized inspectors from each ISCIR INSPECT’s
territorial inspectorate having duties in market surveillance.

In order to assure the necessary number of employees needed for the activity of market
surveillance, this year 2006, we have trained 35 specialized inspectors of ISCIR, for
becoming experts in harmonized legislation.

A new head office with all the facilities;
An auto laboratory fitted with all necessary equipment for
inspecting hard-to-reach areas,
High performance equipment for :




measuring product thickness including undercoat (paint, enamel – glaze,
etc);
determination of material quality by measuring chemical
composition (spectroscope), hardness (hardness testing machine), etc;
Inside viewing of installations (endoscope);
Thermal imaging for installation maintenance (infrared camera).
