If not, use 1700. • If secondary sped teacher works exclusively with CSAP-A students (subject area = 0070), then run through elementary HQ determinations. October 2009 9 HR Coding Reminders (cont.) • Make sure “years of experience” is correct. This is the only way to trigger a HOUSSE rubric. • Subject area code – 0695 -- for foreign languages that do not have an endorsement . These will not run through HQ determinations. • Clearer admin/instructional codes for migrant, Indian, bilingual, ESL, GT, Immigrant and remedial education teachers Added 2008-09 Added 2008-09 – Example: ESL is primary teacher of reading. Teacher needs to be HQ. Use code = 0011. – Example: ESL teacher provides follow-up instruction in reading. Teacher does not need to be HQ. Use code = 1011. October 2009 * PK-12 11 Section 2: Overview of the HQ Online System New Process for Finalizing HQ Data Licensing Data HQ Online System HR Collection HOUSSE Data Final HQ Features of the HQ Online System • Open at the same time as the Regular and Special Ed HR collections • Communicates with HR collections – completing HQOS records will resolve second level errors in ADE • Only collects HOUSSE data and Plans for non-HQ teachers • LEAs and AUs cannot give final approval until all core content teachers are HQ or have an approved plan. October 2009 14 Process for Cleaning Up HQ Data HR Collection Error Report Online HQ System 2nd Level Error Report • Because HQOS is open at the same time as the HR collections, all HQ related messages will be 2nd level errors – No phases or 2nd level warnings • Report lists the reasons why teachers are not HQ and options – – – – – October 2009 Needs a current CO license Needs a degree Needs to show elementary subject matter competency Needs to show secondary subject matter competency Needs to show elementary or secondary subject matter competency 16 Second Level Error Report October 2009 17 Section 3: Walkthrough of HQOS HQOS Features • Password protected and one user for each LEA (for general ed) and each AU (for special ed). • Filter by AU, district, school, name, SSN, subject, review status, approval code • Sort by same variables • Each record explains why its not HQ. Only displays options that the record is eligible for and that will fix the situation. • Plans from last year should be available for viewing. Record will not show up as HQ in HR, though. • Code 5 (orange) : Make changes in the HR file and resubmit to ADE. Upon resubmission, teacher will be HQ. • Code 9 (red): Plan not approved. See message board for an explanation. You need to resubmit a plan. What Reports? • HQOS Reports – District Report for 202s. District respondent will be able to see the 202 teachers AUs are reporting information for in HQOS – HQOS Final Summary Report. Summarizes all approved HQOS records (i.e., HOUSSE, HQ plans). • HR Report – Data Summary Report in HR. Includes HQ status of all teachers. Make sure to review before final approval. Good reference for future reports. November 2009 CDE: Regular HR and Special Education HR open, HQOS open November 2009 – Early spring 2010 LEAs/AUs: Submit data, including HQ plans. CDE: Review any HQ plans or HOUSSE rubrics in HQOS. Early spring 2010 All teachers must be highly qualified or have an approved plan Remember! • Any core content teacher paid for through NCLB funds must be HQ. CDE will not be able to give extensions to teachers in Title I programs. – Title I teachers in targeted assistance programs – All teachers in schoolwide program • All other core content teachers must be HQ or have an approved HQ plan. • All Title I paraprofessionals must be HQ (including all instructional paraprofessionals in a schoolwide program, even special education paraprofessionals).
