UN Economic Commission for Europe EXCOM Recommendations

The UNECE Executive concerning Committee’s recommendations UN/CEFACT and progress on their implementation were discussed extensively during 2009/2010 and UN/CEFACT reported on progress at the 16th UN/CEFACT Plenary in December 2010 and at the EXCOM session on 16 December 2010. EXCOM invited UN/CEFACT to report back in July 2011 following the 17th UN/CEFACT Plenary session.

In looking to the way forward, the UN/CEFACT Bureau, on behalf of the Plenary, starts from UN/CEFACT‘s mandate as an intergovernmental body within the framework of the United Nations.

UN Economic Commission for Europe Impact of consultations

Following inputs and consultations since the 17th UN/CEFACT Forum in Geneva, the Bureau's proposal for change continues to focus on a streamlined management structure, greater engagement and outreach with other institutions and experts and more procedural flexibility to achieve more timely completion of deliverables.

Steps have also been taken to follow up on Forum discussions by showing more fully the ways in which continuity of domain expertise can be addressed.

Essentially the Plenary Bureau takes a more active and continuous role in formulating and addressing:

• UN/CEFACT‘s Plenary-approved Programme of Work (PoW) • Projects approved by the Plenary Bureau within the PoW that follow:   The Open Development Process (revised proposal) Including the three-country rule indicating member State support • More specifically, this involves two key focal points for activities with experts:  Programme Development Areas which prepare the groundwork for the programme of work, by identifying strategic requirements of stakeholders & formulating coherent sets of related project proposals  Project Teams to do the work in as timely a way as possible 13

UN Economic Commission for Europe Experts, Domains and Leadership Three additional features of the new framework foster continuity of domain communities in which experts collaborate and support the Programme of Work:

This is the initial Registry of Domains of June 2011 announced by the Bureau as a key element in providing continuity of domain communities of experts. It will also facilitate support for the Programme Development Areas, consideration of new projects, communication of domain requirements and liaison.

Domain Coordinators are confirmed by the Bureau and serve as key focal points for leading domain consideration of issues and outreach to potential new participants.

The Roster* facilitates transparency of those participating in the work of UN/CEFACT and identifies experts interested in collaboration in Domains and in skills for supporting various activities in Programme Development Areas, Project Teams and Bureau Programme Support:
