– How do you know how much IO is “enough” in
Ops or in the budget?
 Real time operational assessments of IO
activities are necessary for Commanders.
– No standard method to quantify non-kinetic
effects
– IO BDA tools and Combat Assessment needed
 MOE needed for future investment.
– Models and metrics struggle to adequately
evaluate ‘influence’ & other pre and post
conflict IO capabilities to quantify ROI.
