3. Main reasons for changes in TP(2)
Methodological changes
• 44 issues for revision (SNA)
• 27 (ESA) issues discussed in handbook
Some major issues
• Change in asset boundary – R&D, weapon systems
• Change in sector detail
• New variables or breakdowns
• Treatment of goods sent abroad for processing

Eurostat
3. Main reasons for changes in TP(3)
User needs and EU policy needs
• Improvement of timeliness
• Improved measurement of wealth
• Grown interest for ageing population
13
Eurostat
3. Main reasons for changes in TP(4)
Reduction reporting burden
• Reasons
 MS requests related to reduction of resources
 Relaxed user requirements
• Some important examples
Reduction of backward series
No double reporting
Drop of distributive variables in main aggregates tables
Drop transmission of seasonally adjusted quarterly main
aggregates in previous year's prices
 Reduction of requirements for industry breakdowns
 Switch to evolving composition RoW breakdown

3. Main reasons for changes in TP(5)

• Four formerly separate legal acts have been
integrated in ESA 2010 legal act

3. Main reasons for changes in TP(6)
Alignment of international standards for data
transmission (implementing SDMX)
• Technical standards have been evolving since last
ESA data transmission programme – chance and
challenge
• Decision to use SDMX for NA data exchanges at
world-level (SNA and ESA) and to coordinate
closely with BOP
• NA data structure definitions (cooperation
between ECB, OECD, IMF, WB and UN)
coordinated by Eurostat

 National IPA projects
 Grants
• Assessments
• Data transmission
 Transmission programme
 Transmission tools - SDMX

4.Enlargement countries and ESA
2010 (2)
Why is ESA2010 and the TP important for IPA
countries?
• ESA2010 TP provides key national accounts
information
• Comparability with EU countries
• Compliance is condition for accession EU
18
4.Enlargement countries and ESA
2010 (3)
Introduction of ESA2010 by enlargement
countries
• ESTAT recommendation: in September 2014
• Discussed in IPA 2011 workshop in Nov. '12
 EC's will prepare roadmap for implementation
• Roadmap contains two parts
 Implementation methodological changes
 Implementation data transmission ESA 2010 TP

• Based on SNA issues and ESA changes
• 74 issues analysed and classified by all EC's

4.Enlargement countries and ESA
2010 (6)
Roadmap: methodological changes (cont.)
• End '13: update of draft roadmap
• Preliminary conclusion: few changes with high
impact on National Accounts results
• EC's will study changes with high impact first
• Most EC's will implement changes in September
2014

4.Enlargement countries and ESA
2010 (7)
Roadmap: transmission programme
Eurostat and enlargement countries monitor
progress compliance with ESA2010
• By developing questionnaire
• Where 3 groups of tables according to 'level of
importance’ are distinguished
• That is updated by enlargement countries at
least once a year
