Item 15 Priority Unfunded Bicycle and Pedestrian Projects Recommended for Inclusion in the FY2010-2015 TIP Fred Shaffer Chair, Bicycle and Pedestrian Subcommittee Briefing to the Transportation Planning Board November 19, 2008 11/6/2015 1 Background • Every year, the Bicycle and Pedestrian Subcommittee approves a list of top priority unfunded bicycle and pedestrian projects. • At its September 16 meeting the Subcommittee approved the most recent list – Previous lists were adopted in December 2007, and December 2006 – Lists have been adopted annually (most years) since 1995 • The list is a statement of priorities among the unfunded or partially funded bicycle and pedestrian projects from local, state, agency, and regional plans 11/6/2015 2 Selection Criteria Used for the Priority List • Still Seeking Funding • Pedestrian Safety • Bicycle Network Connectivity • Access to Transit • Time Frame • Local Support – Included in Local, State, Agency, and Regional Plans • Reasonable Cost 11/6/2015 3 11/6/2015 4 Changes Since December 2007 • Falls Road Shared-Use Path in Montgomery County received full funding totaling $5,000,000 • Four projects on the 2007 list received partial funding, totaling $2,444,000 • Four new projects have been added to the list: – MacArthur Boulevard Bikeway Improvements in Montgomery County – Monocacy River Greenway Phase I in Frederick County – Leesburg Pike Pedestrian Improvements in Fairfax County – Old Bridge Road Sidewalk in Prince William County 11/6/2015 5 Policy Context • The TPB Vision (1998): – Walking and Bicycling • • • • • Access Safety Mode share Walkable activity centers Included in all new projects • “Priorities 2000” Reports: Metropolitan Greenways and Circulation Systems • Bicycle and Pedestrian Plan for the National Capital Region (2006) http://www.mwcog.org/clrp/elements/bikeped.asp 11/6/2015 6 The Priority List and the Regional Planning Process 11/6/2015 7 DC: Metropolitan Branch Trail Bridge to Rhode Island Ave Metro 2nd Street NE Side Path • Eight miles from Union Station to Silver Spring • NY Ave to Franklin St. to be completed July 2009 – Design/build contract signed – Key 1.5 mile segment – Will connect to Florida Ave Bridge & NY Ave Metro • Users will be able to ride off-road from Union Station to Franklin St. – Funding still needed for bridge to Rhode Island Metro 11/6/2015 8 MD: Henson Creek Trail Extension • Extend from Temple Hill Road to the Suitland Parkway • Access to Suitland Metro and the Camp Springs Town Center • Needed: Underpass of the Capital Beltway – Additional discussions and collaboration are needed between M-NCPPC and SHA to resolve issues regarding the underpass 11/6/2015 9 VA: Leesburg Pike Pedestrian Initiative • Seven Corners to Alexandria • High Pedestrian Crash Corridor – 67 injuries, 5 deaths over five years • Partially funded ($4 million) in the 2007 Transportation Bond • Sidewalk along both sides of Route 7 from Falls Church to Alexandria • Intersection pedestrian improvements • Bus stop improvements 11/6/2015 10 Summary • The Bicycle and Pedestrian Subcommittee has identified the top priority unfunded bicycle and pedestrian projects, from a regional perspective • Cost of these projects is modest – Funding requested for FY 2010 is less than 1% of highway project funding for that year • This priority list is proposed for consideration by member agencies for inclusion in the current or in future TIPs. 11/6/2015 11
