Item 3 Priority Unfunded Bicycle and Pedestrian Projects Recommended for Inclusion in the FY2010-2015 TIP Michael Farrell COG/TPB Briefing to the Citizens Advisory Committee October 3, 2008 11/6/2015 1 Background • Every year, the Bicycle and Pedestrian Subcommittee approves a list of top priority unfunded bicycle and pedestrian projects. • At its September 16 meeting the Subcommittee approved the most recent list – Previous lists were adopted in December 2007, and December 2006 – Lists have been adopted annually (most years) since 1995 • The list is a statement of priorities among the unfunded or partially funded bicycle and pedestrian projects from local, state, agency, and regional plans 11/6/2015 2 Selection Criteria Used for the Priority List • • • • • • Still Seeking Funding Pedestrian Safety Bicycle Network Connectivity Access to Transit Time Frame Local Support – Included in Local, State, Agency, and Regional Plans • Reasonable Cost 11/6/2015 3 11/6/2015 4 Changes Since December 2007 • Falls Road Shared-Use Path in Montgomery County received full funding totaling $5,000,000 • Four projects on the list received partial funding, totaling $2,870,000 • Four new projects have been added to the list: – MacArthur Boulevard Bikeway Improvements in Montgomery County – Monocacy River Greenway Phase I in Frederick County – Leesburg Pike Pedestrian Improvements in Fairfax County – Old Bridge Road Sidewalk in Prince William County 11/6/2015 5 Policy Context • The TPB Vision (1998): • • • • Convenient, safe bicycle and pedestrian access Walkable regional activity centers and urban core Increased walk and bike mode share Inclusion of bicycle and pedestrian facilities in new transportation projects and improvements • “Priorities 2000” Reports – Metropolitan Greenways • Eight regional priority and twelve local priority trails – Circulation Systems • Six priority pedestrian projects out of 51 candidate pedestrian and transit projects • Bicycle and Pedestrian Plan for the National Capital Region (2006) 11/6/2015 6 Regional Bicycle and Pedestrian Plan • Adopted July 2006 – http://www.mwcog.org/clrp/ele ments/bikeped.asp • 350 projects – Identifies all major (>1 mile and/or >$400,000) bicycle and pedestrian projects from local, State, and Agency plans – 2030 time frame • No fiscal constraint • 8/10 priority unfunded projects are in the regional plan • All projects funded from the 2006 and 2007 lists were also in the Plan • Updated plan scheduled for July 2009 11/6/2015 7 The Priority List and the Regional Planning Process 11/6/2015 8 Summary • The Bicycle and Pedestrian Subcommittee has identified the top priority unfunded bicycle and pedestrian projects, from a regional perspective • Cost of these projects is modest – Funding requested for FY 2010 is less than 1% of highway project funding for that year • This priority list is proposed for consideration by member agencies for inclusion in the current or in future TIPs. 11/6/2015 9
