What is an EAR?

Report)





Required by Florida State Law every 7 years to assess progress in
implementing the City of Leesburg’s comprehensive plan.
City of Leesburg EAR required to adopt EAR by 4/1/2010.
It evaluates how successful the City has been in addressing
major community land use planning issues through
implementation of its comprehensive plan.
Based on this evaluation, the report suggests how the plan should be
revised to better address community objectives, changing conditions
and trends affecting the community.
An opportunity to compare the content of the comprehensive plan with
current State requirements to ensure that the plan is up to date.

The Process













Set City Workshops to Identify Issues – 3 workshops recommended.
Issues should be “local”, e.g. traffic congestion on a particular road, the
need to protect a specific area.
List of preliminary issues prepared.
Scoping meeting. Meeting with adjacent local governments and
representative of state and regional agencies.
List of major issues finalized and approved by City Commission for
submittal to Department of Community Affairs.
Collection and analysis of data.
Preparation of first draft of EAR.
Local Planning Agency hearing on EAR
City Commission hearing on EAR
Transmit EAR to Department of Community Affairs for review and
comment
Adoption of EAR and submittal to DCA
If found sufficient by DCA, the City can begin amending the
comprehensive plan based on the EAR.
If found insufficient by DCA, city will revise EAR and resubmit
Timetable
2009
August/September - 3 public workshops to identify local issues
August/September – hold meeting with adjacent local governments, state &
regional agencies
September/October – Finalize issues, prepare Letter of Understanding for
submittal to DCA requesting their agreement with the topics selected.
July-December –Ongoing evaluation of existing comprehensive plan based on
issues identified, current status of projects and current state requirements.
Preparation of EAR.
December – Local Planning Agency and City Commission hold public hearings
on draft EAR
December – EAR transmitted to DCA for review (at least 90 days prior to 1st
April)
2010
January/February – DCA to send comments within 30 days of receipt of report.
March – Amend EAR based on DCA comments and adopt EAR
