Technology Transfer Network and
Matchmaking Systems: a LA&C Perspective
Daniel Bouille
Bariloche Foundation - Argentina
Content
• Topics to be included as part of an
information systems from a LA&C
perspective.
• Role of Networks in the development,
adaptation and transfer of technology.
2
Conceptual Framework
• Technology Transfer: Broader approach
(IPCC Special Report)
• To address Climate Change in a framework
of Sustainable Development
• Key roles: stakeholders and institutions
(both public and private) and system
coordination (Legal, regulatory, market)
• Key institutions: the State and the market
3
Some Key Issues
• Information as a cross-cutting issue among
the five components of TT
• The challenge is sustainable TT: to build the
market
• Information on: Who, What, How, Where
TT should take place
–

–
Stakeholders involvement and role
Contribution to satisfy needs
Barriers and Obstacles to overcome (Policies)
Priority Sectors (Strategy)

Topics to be included as part of
an information systems from a
LA&C perspective.
5
LA&C Framework
• Reform process creating a totally new environment with new
rules, behavior and challenges. A market oriented
framework in a globalization context, looking for
technologies that increase efficiency and competitiveness.
• There is no room for subsidies to address Global
Environmental Issues. Local subsidies to not cost-effective
EST should not be expected.
• CC: Vulnerability and adaptation as a major priority in the
Region.
• Results of the LA&C Regional Workshop on TT.
State of the arts knowledge, generally put as a priority, is not
the main issue from a LA&C. Offer is relatively well known.
Just the “hard” issues (engineering dimension) knowledge
must be complemented by other most “soft” issues, such
as
6
policies and strategies.
LA&C General Topics
• Public Policies on TT:
– Policy design and implementation: estrategies, measures, mechanisms,
instruments, tools, actions.
– Policy coordination: cross cutting issues.
– Oversight and monitoring.
• Institutional issues, among them:
– responsabilities, coordination, relation (knowledge diffussion, public-public
relations, public-private partnership, R&D effectiveness, private-private joint
activities).
• Stakeholders:
– identification and role, especially public and private sectors and international
and regional agencies and donors.
• Capacity Development:
– policies, economics of TT, impact assesment, lyfe cycle assesment, legal
and regulatory framework, data base development and use, standards
setting, environmental management systems, recyclied concept,....
• Top down versus bottom up approach in TT
7
Public Policies for promotion of EST
development, adaptation and transfer
•
•
•
•
•
A complex issue, including:
Development policies (multidimensional
aspects of sustainability)
Technology policies (Promoting
environmentally sound technologies and
addressing Development policies)
Environmental policies (including regulation)
Sector Policies (Energy, Industry, Transport,
...)
Institutional strengthening and development
8
Some Specific Topics
• Indicators, instrument and management for an environmental
order.
• Technology adaptation, environmental assesment, social
participation.
• Information assesment:: quality, appropriate, reliable,...
• New process to aproach and address TT.
• Strategy to build the market: information and marketing,
technology, training and capacity development, financing,
industrial policy, legislation and regulation.
• New business model identification.
• The role of key international organizations and donors (WTO).
• The technology cycle:from needs to waste disposal
• Cost-benefit evaluation of TT Programs.
• Technology negotiation, assesment, forecasting.
• ....
