What are SGPs?
• A SGP – student growth percentile – describes a
student’s growth relative to other students with
similar prior achievement
• They not only show how an individual student is
progressing from year to year, but they also show
how groups of students, schools, districts, and the
state are progressing
• SGPs do not require a vertical or developmental scale
in order to describe growth
Proposed Use of State
Assessments for Achievement Gap
Closure Score
• High Needs group = lowest 25th percentile
based on prior year assessment
• Non-High Needs group = highest 25th
percentile based on prior year assessment
• Compare Focus Group (lowest 25% in school)
to Reference Group (state’s mean
performance)
