As an Athletic Trainer or Strength and Conditioning Coach, you

exposed to a variety of issues related to NCAA
rules, some that are specific to athletic trainers and many others that all
athletics staff members face. Please familiarize yourself with these NCAA

Unethical Conduct (1/3)
The unethical-conduct provisions set forth in Bylaw 10.1 applicable to
institutional staff members include any individual who performs work for
the institution or the athletics department, even if the individual is a
student at the institution (e.g., student manager, student trainer) and/or does
not receive compensation from the institution for performing such
services (e.g., volunteer coaches, undergraduate assistant coaches and
graduate assistant coaches).
• Refusal to furnish information relevant to an investigation of a possible
violation of an NCAA regulation when requested to do so by the NCAA or
TAMUCC.
• Knowing involvement in arranging for fraudulent academic credit or false
transcripts for a prospective or an enrolled student-athlete.

•
Knowing involvement in offering or providing a prospective or an enrolled
student-athlete with an improper inducement or extra benefit, or improper
financial aid.
•
Knowingly furnishing the NCAA or TAMUCC false or misleading
information concerning the individual’s involvement in or knowledge of
matters relevant to a possible violation of an NCAA regulation.
•
Receipt of benefits by an institutional staff member for facilitating or
arranging a meeting between a student-athlete and an agent, financial
advisor or a representative of an agent or advisor (e.g., “runner”).

Definition of a Prospect
A prospective student-athlete ("prospect") is a student who has started
classes for the ninth grade. In addition, a student who has not started classes
for the ninth grade becomes a prospect if the institution provides such an
individual (or the individual’s relatives or friends) any financial assistance or
other benefits that the institution does not provide to prospective students
generally. An individual remains a prospective student-athlete until one of the
following occurs (whichever is earlier):
• The individual officially registers and enrolls in a minimum full-time
program of studies and attends classes in any term of a four-year
collegiate institution’s regular academic year (excluding summer); or
• The individual participates in a regular squad practice or competition at a
four-year collegiate institution that occurs before the beginning of any
term.

Comments Before Signing
An institution is not permitted to announce the signing of a prospect
until after the signing of the National Letter of Intent (NLI) or the
institution’s written offer of admission and/or financial aid.
The institution is permitted to confirm the recruitment of a prospect.
However, we are not permitted to make general comments regarding
their ability or their potential contribution as a student-athlete.
In your capacity you should not be talking about who we are recruiting
with fans or other students.

Interaction with Prospects
• Only coaches may “recruit” off campus
• Free gear is not a part of the recruiting process
• Medical Exams with only Physicians and Athletic Trainers present can
happen anytime the prospect visits TAMUCC provided athletic ability
tests are not part of the examination
• For those prospects who have signed an NLI who may workout in the
summer we must always do a medical exam ahead of time
• No personalized jerseys or videos are permitted!

Academics
• All student-athletes must do their own work and should utilize Academic
Services for tutoring.
• There is nothing wrong with undergraduate students studying with
student-athletes just make sure each person does his/her own work.
• As a staff member you need to report any inappropriate offenses to your
supervisor or the Compliance office.
• Academic Impropriety is arguably the worst offense with regard to NCAA
rules.

Countable athletically-related activities include any required activity with an
athletics purpose involving student-athletes and at the direction of, or
supervised by one or more of an institution’s coaching staff (including strength
and conditioning coaches) and must be counted within the weekly and daily
limitations.
Administrative activities (e.g., academic meetings, compliance meetings, rehab,
etc.) shall not be considered countable-athletically related activities.
In-Season = 20 hrs/wk (one day off)
Out-of-season = 8 hrs/wk (two days off)
• Only 2 hours can be skill instruction drills.

In-Season Limitations
• Practice Prohibited after competition.
• Practice may not be conducted at any time (including vacation periods)
following competition, except between contests, rounds or events during
a multi-day or multi-event competition (e.g., rounds of golf in a multi-day
tournament).

Extra Benefits
• Student-athletes may not accept any benefit provided by or arranged
by an institutional employee or a representative of the TAMUCC athletics
interests ("booster“) unless the benefit is specifically authorized by the
NCAA or is available to the general student body on a basis unrelated to
athletics ability.
• Always remember that just because a student-athlete pays a staff
member or booster back for the extra benefit (e.g., a temporary loan), it
remains a violation.
• Extra benefits render student-athletes ineligible.

14.2.4.3.4 First-Half-of-Season Calculation
In determining if an injury or illness occurs in the first half of the season that
concludes with the NCAA championship in a sport with an odd number of
scheduled or completed contests or dates of competition, the injury or illness
must have occurred prior to the beginning of the scheduled or completed
varsity contest or date of competition that starts the second half of the season
that concludes with the NCAA championship
• (e.g., an injury or illness occurring at any time after the beginning of the
scheduled 14th game of an 27-game basketball schedule would be considered to
be after the first half of the institution's season and would not qualify the studentathlete for a hardship waiver).
Example: Baseball has a 56-game schedule.56 x 30% = 16.8
games. NCAA rounds up to 17.
The SA can play in 17 games, but no more. As soon as he plays in
the 18thgame, no waiver will be awarded.

PSAs Prior to Enrollment or Practice
Basketball PSAs
• A PSA may engage in voluntary summer workouts conducted by an
institution's strength and conditioning coach with department-wide duties
and may receive workout apparel (on an issuance and retrieval basis),
provided he or she:
a) Has signed a National Letter of Intent; or
b) Is enrolled in the institution's summer term prior to the student's
initial full-time enrollment at the certifying institution
(see Bylaw 13.2.8)).

NCAA rules preclude student-athletes and athletics staff from placing,
soliciting, accepting or participating in any gambling activity related to the
intercollegiate athletics competition in sports in which the NCAA conducts
championship competition and professional parallels of those sports.
This prohibits your participation in a pool among friends, wagering through a
bookmaker, or wagering through legal means in Nevada, offshore or
elsewhere.
Fantasy sports are included in gambling and are prohibited if there is an
entry fee and an opportunity to win a prize.

Knowledge of the Use of Banned Drugs
A TAMUCC’s athletics department staff member or others
employed by the intercollegiate athletics program who have
knowledge of a student-athlete’s use at any time of a substance
on the list of banned drugs shall follow institutional procedures
dealing with drug abuse or shall be subject to disciplinary or
corrective action.

Mandatory Medical Exams
Prior to participation in any practice, competition or out-of-season conditioning
activities (or in Division I, permissible voluntary summer conditioning in basketball and
football or voluntary individual workouts pursuant to the safety exception), studentathletes who are beginning their initial season of eligibility and students who
are trying out for a team shall be required to undergo a medical examination or
evaluation administered or supervised by a physician (e.g., family physician,
team physician).
The examination or evaluation must be administered within six months prior to
participation in any practice, competition or out-of-season conditioning
activities.
In following years, an updated history of the student-athlete's medical condition
shall be administered by an institutional medical staff member (e.g., sports medicine
staff, team physician) to determine if additional examinations (e.g., physical,
cardiovascular, neurological) are required.
The updated history must be administered within six months prior to the
student-athlete's participation in any practice, competition or out-of-season
conditioning activities for the applicable academic year.

Medical Examinations (1/2)
Medical Examination During Campus Visit:
• During a prospect’s official or unofficial visit to campus, a member
institution, through its regular team physician, may conduct a medical
examination to determine the prospect’s medical qualifications to
participate in intercollegiate athletics, provided:
– No athletics department staff member other than an athletics trainer
is present
– The examination does not include any test or procedure designed to
measure the athletics agility or skill of the prospect and the results of
the examination are not used by the institution to deny admission of
a prospect who is otherwise qualified for admission under the
institution’s regular admissions criteria.

Medical Examinations (2/2)
Medical Examination After Signing or Acceptance for Enrollment:
• It shall be permissible to administer medical examinations at any time to
prospects who either have signed the National Letter of Intent with
TAMUCC or have been accepted/confirmed for enrollment in a regular
full-time program of studies at TAMUCC, provided:
– The examinations occur during an official paid visit, attendance at
summer school or a visit to TAMUCC at the prospect’s own expense
for any purpose. Such an examination may take place before or after,
but not during, a prospect’s visit to the campus to attend a general
orientation session pursuant to Bylaw 13.15.2.4.

Medical Expenses
Identified medical expense benefits incidental to a student-athlete's participation in intercollegiate athletics that may be
financed by the institution are:
a) Medical insurance
b) Death and dismemberment insurance for travel connected with intercollegiate athletics competition and practice
c) Drug-rehabilitation expenses
d) Counseling expenses related to the treatment of eating disorders
e) Special individual expenses resulting from a permanent disability that precludes further athletics participation. The illness
or injury producing the disability must involve a former student-athlete or have occurred while the student-athlete was
enrolled at the institution, or while the prospective student-athlete was on an official paid visit to the institution's campus.
An institution or outside agency, or both, may raise money through donations, benefits or like activities to assist the
student-athlete or a prospective student-athlete. All funds secured shall be controlled by the institution, and the money
shall be used exclusively to meet these expenses
f) Glasses, contact lenses or protective eye wear (e.g., goggles) for student-athletes who require visual correction in order to
participate in intercollegiate athletics
g) Medical examinations at any time
h) Expenses for medical treatment (including transportation and other related costs).Such expenses may include the cost of
traveling to the location of medical treatment or the provision of actual and necessary living expenses for the studentathlete to be treated at a site on or off the campus during the summer months while the student-athlete is not actually
attending classes.Medical documentation shall be available to support the necessity of the treatment at the location in
question
i) Medical expenses (including surgical expenses, medication, rehabilitation and physical therapy expenses and dental
expenses).

Medical Hardship
• A student-athlete may be granted an additional year of competition by the Southland
Conference for reasons of “hardship.”
• Hardship is defined as an incapacity resulting from an injury or illness that has occurred
under all of the following conditions:
a) The incapacitating injury or illness occurs in one of the four seasons of intercollegiate competition at any twoyear or four-year collegiate institutions or occurs after the first day of classes in the student-athlete's senior year
in high school
b) The injury or illness occurs prior to the first competition of the second half of the playing season that concludes
with the NCAA championship in that sport(see Bylaw 14.2.4.3.4) and results in incapacity to compete for the
remainder of that playing season
c) In team sports, the injury or illness occurs when the student-athlete has not participated in more than three
contests or dates of competition (whichever is applicable to that sport) or 30 percent (whichever number is
greater) of the institution's scheduled or completed contests or dates of competition in his or her sport. Only
scheduled or completed competition (including exempted events but excluding scrimmages and exhibition
contests identified as such in the legislation) against outside participants during the playing season that
concludes with the NCAA championship, or, if so designated, during the official NCAA championship playing
season in that sport (e.g., spring baseball, fall soccer), shall be countable under this limitation in calculating both
the number of contests or dates of competition in which the student-athlete has participated and the number of
scheduled or completed contests or dates of competition during that season in the sport. Dates of competition
that are exempted (e.g., alumni contests, foreign team in U.S.) from the maximum permissible number of
contests or dates of competition shall count toward the number of contests or dates in which the student-athlete
has participated and the number of scheduled or completed contests or dates of competition in the season,
except for scrimmages and exhibition contests that are specifically identified as such in the sport's Bylaw 17
playing and practice season regulations. Scrimmages and exhibition contests that are not exempted from the
maximum permissible number of contests or dates of competition may be excluded from the calculation only if
they are identified as such by in the sport's Bylaw 17 playing and practice season regulations

Hardship Waiver
• The injury occurs in one of the four seasons of intercollegiate competition
or subsequent to the first day of classes of the student-athlete’s senior
year in high school.
• The injury or illness must occur within the first half of the playing season
and prevents the student-athlete from returning to competition.
• The injury or illness occurs prior to the student-athlete participating in
more than 3 contests or 30% of the institutions scheduled contests
(whichever is greater).
• Hardship Waivers are approved by Conference USA and are coordinated
by The Compliance Office.
Note: If a SA is injured prior to the season and cannot participate
that academic year due to the injury a Hardship Waiver is not
applicable.

14.2.4.3.2. Nature of Injury/Illness
• It is not necessary for the incapacitating injury or illness to be the direct result of the
student's participation in TAMUCC’s organized practice or game competition.
14.2.4.3.3Medical Documentation
• Contemporaneous or other appropriate medical documentation, from a physician (a
medical doctor) who administered care at the time of the injury or illness, that establishes
the student-athlete's inability to compete as a result of that injury or illness shall be
submitted with any hardship-waiver request.
• It is imperative that the contemporaneous medical documentation with the Dr. and Athletic
Trainer continues to be documented through the length of the traditional sport season for
that SA.
Example: Student-athlete breaks her leg, appears to be on track for
a medical hardship, but we release her for practice ¾ of the way
through her golf season to resume practice. No additional Dr.’s
notes are logged—we have a problem!

Occasional Local Transportation
It is permissible for an institution to provide reasonable local transportation to
student-athletes on an occasional basis.
• Example: It is reasonable to provide a ride for a SA to get to a dentist
appointment in Corpus Christi. It is not reasonable for you to provide a ride to the
San Antonio airport when the SA goes home for Thanksgiving break.

Promotional Activities and Donations
• All promotional activities that include student-athletes must be approved
by the compliance office, regardless of how large or small the activity is
(this is to prevent a student-athlete from jeopardizing his/her eligibility)
• All donations to outside groups must be approved by the Compliance
office (this is to prevent the possibility of a recruiting inducement)

cases
• Rival schools fans/boosters view sites looking for potential issues and
material to criticize
• Underage drinking is unacceptable, especially on websites for the
entire world to see
• Several college students throughout the country have been punished
because of the material found on the web
• Sex, alcohol, hazing, racism, etc. are unacceptable topics for
current student-athletes to endorse/promote on websites

It is the Strength Coach’s, Compliance, and
Coaches job to ensure that those sports out of
season are not participating in countable
activities the week before finals as well as the
week of finals. NO activities can resume until
the DAY AFTER THE LAST DAY OF FINALS
for all students.
