Highlights
Licence fee thresholds for drama increased from 15% to 20%
CTF participation cap for drama increased to $1.2 M (from
$900K)
To improve the level of co-productions with French Quebec
producers or with a non-eligible outside Quebec producer,
flexibility has been added as follows:
“In the case of co-production with a company not eligible for the
French-Language Production outside Quebec special
initiative, the eligible Applicant, if he initiated the project
and owns between 51% and 74% of the copyright in the
production, can only apply to the Special initiative for a
portion equal to his share of the co-production budget”

Highlights
Double shoots
 can be done under the FLPOQ special initiative
stream. All eligibility requirements met then the
French language part of the budget is eligible for
funding. (refer to double shoot policy)
French TV Development
 A non-eligible applicant under PICLO development
stream can apply for French TV development financing
if all other requirements are meet
PICLO – Development stream
 2005-2006 Guidelines will be updated and posted on
the Telefilm web site very shortly with the same
modification as apply to French TV development.

The International Initiatives Advisory Committee led by
Telefilm's IOD branch and composed of the Canadian
Heritage and International Trade departments and nine
Provincial Agencies has embarked on a path that will lead to
the establishment of clear, common objectives and
performance measurement. The strengthening of this
partnership will help to optimize all of our services to the
Canadian audiovisual industry and allow it to explore new
opportunities in new territories for Canadian companies.

International Coproduction
As part of its regular activities, the department reviews and prepares
recommendations on co production applications. Since the beginning
of the 2004-2005 fiscal period, the department has continued to meet
its commitment under the customer charter.
The co production supports the industry in the major Canadian and
foreign events such as: Banff, Toronto, Vancouver, Halifax, Cannes,
MIP, MIPCOM, Berlin... This support takes the form of annual visits
to each regional office to discuss general co production issues as well
as one on one meetings with producers.
The co production team is involved in the government's policy review
of co production as well as in the negotiations relating to the renewal
of the Canada - UK treaty. While a detailed schedule has yet to be
finalized, it is expected a new agreement with the UK will come into
force before the end of the 2005-2006 fiscal year.

International Coproduction (cont’d)
On a more administrative note, this spring, Telefilm will be
implementing the Co production component of its EXTRANET.
Producers will be able to file their certification applications
electronically as well as check on the status of their applications.
Producers who have not yet registered for this service are invited to
do it soon as the co production team expects to service only
electronic applications starting the fall of 2005.
Finally, the co production team is working closely with the two major
producer associations (CFTPA & APFTQ) on the creation of a
certification grid that should significantly accelerate and simplify the
certification process. This grid is also expected to make the process
more transparent and predictable.

Immersions
The European office of TFC didn’t organize an Immersion in 2004-2005. Rather,
it participated in an evaluation of the model it implemented almost ten years
ago. The results of this evaluation are now in and will be analyzed with a view to
propose a three year plan that will serve the needs of both the French and
English language communities in the film and television sectors. IOD will also
explore if and how the model could serve the new media sector.
The European office is also currently reviewing the format of its Zoom
publication to make it as user friendly as possible.
This year, the IOD branch also implemented its pilot CAA initiative. Close to 100
Canadian companies registered for the program. Telefilm organized meetings
between producers in Vancouver, Halifax, Toronto and Montreal. While CAA was
not able to help all companies, it was instrumental in the casting of three films.
CAA is continuing to work with producers and more deals are expected in the
next few months. IOD launched a survey of its clients as it relates to this
initiative last December into help assess its value and decide whether the
initiative should be renewed in the future.

Inward investment
The IOD branch is also exploring, with its provincial agency
partners, how it can contribute to attracting foreign
investments (location shoots) in the industry. While ongoing,
these efforts have already resulted in adjustments to the
Canada Pavilions in foreign events to facilitate promotion of
this aspect. These efforts will also lead within the next few
weeks to the addition to Telefilm’s website a "SHOOTING IN
CANADA” section. Other initiatives are in discussion.
