Background
Population census is very expensive, therefore high quality data are expected. The accuracy and completeness of census results are therefore essential Census taking is improving constantly throughout the world. As censuses improve, there is increasing reliance on census data Increased use of census data; puts census methodology under more scrutiny. 27/04/2020
Methods of Census Evaluation Used by Ghana Statistical Service
Demographic analysis Comparison of census statistical information with figures from other sources Matching census returns with those from interviews selected on the basis of a probability sample in a Post-Enumeration Survey (PES). 27/04/2020
Purpose of the PES
Assesses the quality of the census with regard to coverage and content Provides estimates to adjust census results Uncover census methodologies or operational deficiencies Engenders public/user confidence in the data – when limitations are established 27/04/2020

Planning of 2000 PES was good but its implementation was ineffective Enumerators and Supervisors who took part in the main census were used, but in different EAs for the PES There was lack of technical personnel with experience and skills in survey methodology in general and PES in particular 27/04/2020
