JPNIC restructured its organization and fee
strucuture from 1.Apr 2001

JPNIC activities
• IP Activities
– IP address management, policy making, education,
attending international meetings,etc
• Domain Name Activities
– “jp” domain management, policy making, education,
attending international meetings,etc
• International and Educational Activities
– Activities which will benefit the internet community as
a whole, but unable to be categorized into IP/domain.

• Must be a JPNIC member to be engaged in
IP or domain name management
• Once becoming a member, able to engage
in both IP and domain name management
without a specific agreement/contract for
each

Problems with this system
• A large proportion of fee structure relies on a
variable which may change drastically
– per request fee
• Revenue and expenditure are not proportional
– organizations engaged in domain management must
also cover the cost for other activities
• Some organizations become a member just for
domain name/IP management operations, and not
interested in attending Members’ meeting

Basic Principles
-New fee structure１．Each of the JPNIC activities will have a self-budgeted system. The
cost for a particular activity will be used within the revue from
the activity.
２．Two types of Variable part of Annual Fee:
-Maintenance Fee for domain name
-Maintenance Fee for IP Address
３． International and Educational Activities Cost will be covered by
the Membership Fee
４．The cost on IP activities will be covered by IP Address Annual
Maintenance Fee and Per IP Address Assignment

• The fee category：choose from 5 tiers
• Becoming a JPNIC member does not enable
one to do domain or IP business

• Those doing both domain and IP must sign
two contracts for each

Fee structure for IP Agent
An IP Agent must pay 3 types of fees.
• 1. Contract fee
– 250,000 yen
• 2. Per Assignment request fee
– 4,500 yen
• 3. Annual Maintenance fee
– varies according to allocated address size

1. Contract fee
• An IP member only pays this once, at the
time of exchanging a contract with JPNIC.
• Only those who exchange an IP contract is
able to undertake an operation on IP address
management(allocation, assignment,
DBupdate,etc).

2.Per Assignment request fee
• 4,500 yen is charged for every IP address
assignment request submitted to JPNIC.
• Not per address
• Database registration cost
• Hoping to abolish this fee in the future
– Incorporate all costs into maintenance fee

3. Annual Maintenance fee

• Charged once every year.
• This concept is the same as APNIC
membership fee.
• The annual fee varies depending on the size
of total allocated blocks.
• It is based on the allocation size at 0:00 1st
