3. Benefits of census using registers*
Cost savings expected by almost all countries
using registers
Expected cost savings very high (85% to 99%)
when there is no field data collection
Significant cost savings (40% - 75%) with adhoc sample surveys
Lower or no cost savings with full enumeration
Data on actual cost savings still limited
Costs for setting up and maintaining registers

3. Benefits of census using registers*
Time savings expected by about half of the
countries using registers
Difficult to estimate time savings in advance
Turkey estimates 50% compared to trad. census
Israel reported actual time savings (not quantified)
Most countries with register-based census did not
report expecting time savings
Germany and Poland reported potential risk for
increasing time to produce results

3. Benefits of census using registers*
Improved data quality expected by 11 countries
Improved coverage (9 countries)
Reduced response burden (6 countries)
Decreased item non-response (5 countries)
Increased response rate (4 countries)
Possible producing yearly data (4 countries)
Reduced field work (3 countries)

4. Risks of census using registers*
Using data source definitions reported as risk
by 7 countries (but considered as benefit by others!)
Reduced topics (6 countries with no field collection)
Limited output (3 countries with sample surveys)
Negative public perception (2 countries)

5. Conclusions: Trends on census
methodology in UNECE region
Trend to move away from traditional census,
particularly in European Union
Number of countries using registers more
than doubled from 2000 to 2010 round
Diversification of methodology: combined
census approaches increasingly popular
In CIS and SEE, traditional census still the
favorite method, but increasing interest in using
registers
