when there is no field data collection
Significant cost savings (40% - 75%) with adhoc sample surveys

methodology in UNECE region
Trend to move away from traditional census,
particularly in European Union
Number of countries using registers more
than doubled from 2000 to 2010 round
Diversification of methodology: combined
census approaches increasingly popular
In CIS and SEE, traditional census still the
favorite method, but increasing interest in using
registers
