October TPB Action Review
• Established a pilot program called the
Transportation/Land Use Connection (TLC)
program
– Provides regional clearinghouse function
– Provides focused technical assistance in response to requests
from localities
• Reassigned funding for the program in the
FY2007 TPB UPWP from certain functions
related to the scenario study

Regional Clearinghouse Activities
• Document effective experiences throughout the
region in promoting transportation/land use
connections
• Offer information and case studies related to
national ideas and best practices
• Track TLC-assisted projects
• Potential opportunity to contract with one or
more outside organizations to assist with
clearinghouse work

Technical Assistance Activities
Range of Services
• Public involvement facilitation
• Development and utilization of visualization
techniques
• Streetscape and infill design assistance
• Project scoping assistance
• Help with other challenges related to
strengthening transportation and land use
coordination

Technical Assistance Activities
Administration
• Up to $20,000 available per project on a task order basis
(total of $100,000 in FY 2007 funds)
• January 31 deadline for applications for assistance for FY 2007
• Applications circulated to all TPB members for review
– Comments due by February 9
• Applications evaluated by TPB officers by February 14
– Based on consistency with TPB Vision and strategies indicated by scenario
study, geographic distribution, and comments received from TPB members
• Recommended slate of projects for assistance submitted for
TPB approval at February 21 meeting
• Technical assistance activities conducted March-June 2007
• Consultants selected as needed to respond to approved
requests in a timely manner

Next Steps
• Development of a TLC Program Brochure:
– Description of resources to be compiled for the clearinghouse
– Range of technical assistance services available, and details about
application process
• Draft for review by TPB Technical Committee on
December 1
• Approval by TPB on December 20

TLC Program Beyond FY 2007
• Development of FY 2008 UPWP to begin in
January with TPB approval in March
– Too early for incorporation of experience from pilot program
• Propose that a budget placeholder for FY 2008
maintain similar funding level as FY 2007 until
efficacy of pilot can be evaluated and demand for
services can be gauged
• Based on experience in FY 2007, work scope and
budget for FY 2008 could be revised in early FY
2008
