Support & Approval of project proposals:

During the preparatory phase for a UN/CEFACT Standard or Recommendation project proposal, a Working Group Chair may request a minimum of three HODs to provide written expressions of support.

Once the written expressions of support from three HODs have been received by the Working Group concerned, the draft project proposal, including the three expressions of HOD support, will be submitted to the Permanent/Working Group, and thereafter to the FMG for final approval. The FMG approves, or rejects all project proposals. In the event that a proposal is not approved, a report giving the reasons for non-approval, will be provided to the UN/CEFACT Plenary.

UN Economic Commission for Europe Three Country Rule

• In the event of any difficulty in obtaining the necessary expressions of support from three HODs, the Working Group Chair will inform the FMG. The FMG may then issue a request for support from other HODs. Should a HOD wish to agree to such a request from the FMG, he should submit his letter of expression of support to the FMG at his earliest convenience.

• UN/CEFACT Secretariat will maintain a record of all HODs’ written expressions of support.

• Response times for requests for HOD support – In order to avoid delays in the project proposal process, HODs are requested to inform the requesting Working Group Chair as soon as possible after receiving a request, if he/she can or cannot support the proposal.

The European Commission wants to see e-invoicing become the predominant method of invoicing in Europe. In its Communication 'Reaping the benefits of electronic invoicing (e-invoicing) for Europe', presented by Vice-President Tajani and Commissioner Barnier today, the European Commission identifies a set of tangible actions to make the uptake of e- invoices in Europe easier.

The communication included:

“CEN should design implementation guidelines for a Cross-Industry Invoice data model and collaborate with international standards organisations, such as UN/CEFACT (United Nations Centre for Trade Facilitation and Electronic Business) and ISO (International Organization for Standardization). “

• The Forum was organized by the FMG together with the UNECE secretariat and with support from the Delegation of Switzerland. • The UNECE Deputy Executive Secretary, Mr Andrey Vasiliev opened the Forum. • Over 180 participants from all regions attended the Forum. • The Bureau/FMG Reports on the Buy – Ship – Pay Gap Analyses were presented.

• Discussions and consultations were progressed concerning the reorganisation of UN/CEFACT.

• Discussions were held with the UN Legal Advisor in Geneva on the Host Country Agreement process.

Purpose To support and promote international business activities related to the exchange of travel industry data. Programme of Work Covered

1.Small Scaled Lodging House (SLH) reservation information process

We will proceed this process as a new project based on the 3 country support rule.

2. Exchange information on the survey of world accommodations as SLH, including Ryokan of Japan

There are a lot of SLH type lodging houses found in the world, which will be further surveyed.

3. Destination information standardization activity and its travel products reservation process

A new project under the tentative name, Destination Travel Information Project will be proposed by the leadership of Korean group. 62

• • • • Purpose Develop e-Business standards for Accounting and Audit domains. It covers specific accounting matters as well as regulatory obligations requiring business to file multiple questionnaires, returns, declaration forms and reporting towards private and governmental collectors.

It aims to insert accounting related data into business documents. With respect to audit requirements TBG12 is intended to take care of, or to deal with archiving matters.
