Purpose of Virginia STIC
As a representative body of transportation
stakeholders in the Commonwealth, the Virginia
State Transportation Innovation Council (STIC)
serves as a forum for initiating and overseeing
the rapid deployment of innovative strategies
and technologies to accelerate project delivery
and to enhance project quality and effectiveness
with the goal of making the innovations routine
practice.

STIC Background
The State Transportation Innovation Council (STIC) is
the leadership platform in a State to identify critical
needs, find best solutions and to get them Into practice
quickly. The STIC is an Accelerated Innovation
Deployment (AID) program--part of the Technology and
Innovation Deployment Program (TDIP)—which is
administered through the FHWA Center for Accelerating
Innovation (CAI).

Implementation
• STIC has executive sponsorship and leadership.
• STIC has membership from VDOT and from our
partners.
• STIC is focused on implementation
• Members provide input into suggested projects that will
make a difference in transportation delivery in Virginia.
• Members help facilitate the deployment of innovations
and engage the various stakeholders within the state.

Criteria for Projects
The intent of the STIC Incentive Program is to support the costs of standardizing
innovative practices in a state transportation agency or other public sector STIC
stakeholder.
 Significantly accelerate the adoption of innovative technologies by the surface
transportation community.
 Provide leadership and incentives to demonstrate and promote state-of-the-art
technologies, elevated performance standards, and new business practices in
highway construction processes that result in improved safety, faster construction,
reduced congestion from construction, and improved quality and user satisfaction.
 Construct longer-lasting highways through the use of innovative technologies and
practices that lead to faster construction of efficient and safe highways and bridges.
 Improve highway efficiency, safety, mobility, reliability, service life, environmental
protection, and sustainability.
 Develop and deploy new tools, techniques, and practices to accelerate the adoption
of innovation in all aspects of highway transportation.

2. Identify the causal factors of TMAs
crashes in work zones

• Establishing such measures is directly linked to questions
in FHWA’s Work Zone Mobility and Safety Self

Two levels of performance measures:
(1) Program level: all VDOT roads will be included.
