The STIC is an Accelerated Innovation Deployment (AID) program--part of the Technology and Innovation Deployment Program (TDIP)—which is administered through the FHWA Center for Accelerating Innovation (CAI). 14 Council Member Role for Implementation • STIC has executive sponsorship and leadership. • STIC has membership from VDOT and from our partners. • STIC is focused on implementation • Members provide input into suggested projects that will make a difference in transportation delivery in Virginia. • Members help facilitate the deployment of innovations and engage the various stakeholders within the state. 15 Criteria for Projects The intent of the STIC Incentive Program is to support the costs of standardizing innovative practices in a state transportation agency or other public sector STIC stakeholder. Significantly accelerate the adoption of innovative technologies by the surface transportation community. Provide leadership and incentives to demonstrate and promote state-of-the-art technologies, elevated performance standards, and new business practices in highway construction processes that result in improved safety, faster construction, reduced congestion from construction, and improved quality and user satisfaction. Construct longer-lasting highways through the use of innovative technologies and practices that lead to faster construction of efficient and safe highways and bridges. Improve highway efficiency, safety, mobility, reliability, service life, environmental protection, and sustainability. Develop and deploy new tools, techniques, and practices to accelerate the adoption of innovation in all aspects of highway transportation. 16 Implementation Cycle 17 Investigation of Truck Mounted Attenuator (TMA) Crashes in Work Zones in Virginia Cottrell PURPOSE AND SCOPE To investigate crashes involving TMAs in work zones in Virginia. Two objectives: 1. Review trends over the last 3-5 years in TMA crashes including traffic exposure 2. Identify the causal factors of TMAs crashes in work zones 19 Possible Deliverables 1. Revisions to the VA Work Area Protection Manual 2. Recommend TMA Operator Training (consider ATSSA training) December 2015 completion 20 Examination of the Current Practice of Lighting in Virginia: Nighttime Work Zones and Improving Safety through the Development of Nighttime Lighting Specifications VTTI 21 Purposes and Scope 1. To evaluate the current nighttime work zone lighting practices used in work zones on limitedaccess and primary highways 2. To develop effective nighttime work zone lighting requirements in Virginia November 2016 completion Work Zone Safety Performance Measures for Virginia 20 450 18 400 16 350 14 300 12 250 10 200 8 150 6 4 100 2 50 0 0 2004 2005 2006 2007 Persons Seriously Injuried Persons Killed Annual Persons Killed and Serious Injury in Work Zones 2008 Year Deaths Kweon, Lim, and Fontaine Serious Injuries 23 Background • Federal Regulations require states to use safety and operational data to improve processes and procedures for mitigating work zone impacts • Establishing such measures is directly linked to questions in FHWA’s Work Zone Mobility and Safety Self Assessment 24 Purposes and Scopes • Purposes (1) To produce a report of 2004-2008 Virginia Work Zone Crash Facts as a stand-alone document (2) To develop work zone safety performance measures for Virginia • Scopes Two levels of performance measures: (1) Program level: all VDOT roads will be included. (2) Project level: only interstate highways will be included 25 Deliverable 1. Recommended Work Zone Safety Performance Measures December 2015 Completion 26 Questions? 11/7/2015 27 Thank you!
