MARINE FORCES RESERVE 11/6/2015 1 PURPOSE Review background information Look at MARFORRES organization and challenges The three-year GET WELL plan - Required - Provide for - Establish - Develop - Provide 11/6/2015 FUNDING ACCOUNTABILITY SOP TRAINING EDUCATION 2 BACKGROUND • Until recently there have been very few changes in automotive vehicle battery maintenance in the Marine Corps since 1985 (at least, maybe longer) • • • • No new tools (using outdated technology) Battery charger designed for flooded cell batteries No formal training for mechanics or operators No technical manual for battery shop operations - TM 9-6140-200 14 (USA, depot level, outdated) • Very little guidance from Program Managers 11/6/2015 3 ON THE JOB TRAINING (OJT) “ON THE FLY” Welcome aboard Marine and congratulations. Great, get to work. 11/6/2015 4 FORMAL STUDY • A 1996 study identified issues related to the management of tactical vehicle batteries used throughout the Fleet Marine Force • These issues significantly impact unit finances and readiness • The study recommended units take certain steps to improve battery maintenance management • The study was never released to the Fleet Marine Force 11/6/2015 5 THE PROBLEM IS REAL 11/6/2015 6 WHY HAVE WE NOT FAILED ?
