Support the government’s vision of sustainable development through rational utilization of natural resources, revenues and benefits for economic growth, environmental protection, social equity and especially for the benefit of poor communities in rural areas. PEI is a global UN-led programme on-going in Africa, AsiaPacific, Latin America and Europe It supports country efforts to achieve a greener and more inclusive development path. PHILIPPINES POVERTY-ENVIRONMENT INITIATIVE • A five-year (2011-2015) collaborative programme of UNDP-UNEP and the Government of the Philippines, through the DILG as the implementing partner and DENR, DOE, DOF, DBM, NEDA and NAPC as collaborating agencies • Main goal is to support the Philippine government, civil society and the business sector in utilizing revenues and benefits from sustainable environment and natural resources management for poverty reduction and environmental protection through improved capacity and enabling conditions at national and local levels • PPEI supports the achievement of the following UNDP-CDP 20132016 Outcomes: By 2016, quality of life of the poor, vulnerable and marginalized Filipinos improved through equitable access to adequate and quality social services and assets; and By 2016, capacities of national and local duty bearers to conserve and sustainably manage the country’s environment and natural resources, including energy, to adapt to climate change & to manage environmental risks, are enhanced. PHILIPPINES POVERTY ENVIRONMENT INITIATIVE (PPEI) The Continuing Key Challenge … To reverse the persistent poverty situation by turning the country’s environment and natural resources into capital for poverty reduction and sustainable management of environment and natural resources. PHILIPPINES POVERTY ENVIRONMENT INITIATIVE (PPEI) The PPEI Phase 1 (2011-2012): Establishing the Baseline and Initializing Reforms Review of existing policies, procedures and practices on the computation and collection of ENR revenues and the release of the share of LGUs from National Wealth. Review of budget allocations and spending for ENR concerns at the national and local levels and advocated for increased resources for environmental protection and poverty alleviation. Advocacy on data-sharing and transparency in the collection, distribution and utilization of National Wealth revenues through Philippine participation in the Extractive Industries Transparency Initiative (EITI). Development of guidelines, tools and methodologies on mainstreaming poverty-environment (P-E) linkages in LGU planning, programming and budgeting system, and Capacity building activities on P-E development linkage planning and management for LGUs PHILIPPINES POVERTY ENVIRONMENT INITIATIVE (PPEI) The PPEI Phase 2 (2013-2014): Scaling-up and Institutionalizing the Gains 1. Improving Utilization of ENR Revenues for Social Services Delivery, Poverty Reduction and Environmental Sustainability through Mainstreaming P-E Linkages into LGU Planning and Budgeting Framework 4. Transparent Collection and Utilization of ENR Revenues 5. Improving Regulatory Framework for Small Scale Mining for an Optimized Contribution to Sustainable Development PHILIPPINES POVERTY ENVIRONMENT INITIATIVE (PPEI) OUTPUT 1: Timely Release of ENR Revenues to Local Government Units Proposed amendments to the relevant provisions of R.A. 7160 or LGC 1991 modify operational policies, and improve information systems and governance processes to improve benefit-sharing of mining and energy revenues between NG and LGUs Proposed amendments to EPIRA, Renewable Energy Act and LGC Sec. 294 on the development and livelihood projects and their IRRs were formulated and submitted to relevant Congressional Committees and DOE Proposed measures to improve the sharing of information between and among collecting agencies revisions to the guidelines and procedures in the computation, collection and distribution of the share of LGUs from the collections derived by the national government from mining taxes and in the royalty income from mineral reservations in line with the DBM-DOF-DILG-DENR JCs 2009-1 and 2010-1 Proposed mechanism in which the share of LGUs from energy resources will provide direct benefits to the host LGUs, and improve access to shares from energy revenues (i.e. streamline application process on availing Energy Regulations 1-94 funds, etc.) PHILIPPINES POVERTY ENVIRONMENT INITIATIVE (PPEI) OUTPUT 2: Improved Utilization of ENR Revenues through Mainstreaming P-E Linkages Development of Planning and M & E tools on P-E mainstreaming: (1) Handbook on Mainstreaming P-E Linkages into LGU Governance; (2) Training Modules on P-E Mainstreaming (Facilitators’ Guidebook and Participants’ Handbook; (3) Capacity Assessment Tool on Mainstreaming P-E Linkages and (4) National Award for LGUs on Mainstreaming P-E Linkages Capacity development on P-E mainstreaming in pilot LGUs Advocacy P-E Mainstreaming in national and local plans containing salient sections on: Inclusion of P-E Indicators in Policies, Plans Programs and Budgets of Each Government Unit; Mapping the Coverage of P-E Linkage; Definition of Environmental Expenditures; Reporting of Environmental Expenditures, and Analysis of Environmental Expenditures, Environmental Outcomes, and Poverty. Develop a mechanism on interfacing IPs’ ADSDPP and local development and land-use plans PHILIPPINES POVERTY ENVIRONMENT INITIATIVE (PPEI) OUTPUT 2: Improved Utilization of ENR Revenues through Mainstreaming P-E Linkages • Scoping studies: 1. Utilization of the Mone Rehabilitation Fund (MRF) and Final Mine Rehabilitation/Decommissioning (FMR) 2. Assessment of the Impact of Social Development and Management Programs of Large-Scale Mining and Energy Companies in Selected Host Communities in the Philippines, also in partnership with COMP PHILIPPINES POVERTY ENVIRONMENT INITIATIVE (PPEI) OUTPUT 3: Developed National and Local Governments Capacities on Linking P-E concerns in Governance Facilitated several discussions, dialogues and forums among concerned stakeholders on matters concerning: natural resource and asset management; benefit-sharing of ENR revenues and benefits; equitable access of local communities to and distribution of national wealth; transparency and accountability concerns, among others (i.e. Forum on the utilization and development of natural wealth for LGUs hosting mining projects; N G-LG Joint Energy Forum; various inter-agency meetings and consultations; field visits in select LGUs, etc.) Completion of PPEI website, www.ppei.dilg.gov.ph Several studies, issue papers and policy briefs produced and disseminated Production of PPEI advocacy materials in print, electronic and video. PHILIPPINES POVERTY ENVIRONMENT INITIATIVE (PPEI) OUTPUT 3: Developed National and Local Governments Capacities on Linking P-E concerns in Governance • Enaged LGUs and highlighted the contribution of LGUs in energy development in collaboration with DOE thru Visayas Energy Forum “Pioneering Visayas energy development planning towards quality, secured and sustainable energy” conducted last last 26-27 June 2014 • Led by Sec Jerico Petilla • Attended by LGUs and industry partners PHILIPPINES POVERTY ENVIRONMENT INITIATIVE (PPEI) OUTPUT 4: Transparent Collection and Utilization of ENR Revenues MGB developed a Mining Taxes Information Management System (MTIMS) to properly and accurately monitor, document and disclose the amount of taxes, fees and charges paid by mining companies and other stakeholders; discussion with BLGF to link the MTIMS to the e-SRE of LGUs DOF revision of eSRE to show the for LGUs’ receipts and disbursements of their shares in National Wealth Proposed changes to reporting templates COA Chart of Accounts for LGUs, DBM Local Budget Memorandum Consultations with pilot LGUs regarding the benefits of and mechanisms for improving transparency and accountability in the management of natural resources specifically facilitating disclosure of collection and utilization of revenues for mining and energy PHILIPPINES POVERTY ENVIRONMENT INITIATIVE (PPEI) Output 5. Improved regulatory framework for small-scale mining for an optimized contribution to sustainable development • Update the LGUs hosting small-scale mining activities on the ASM thru a nationwide forum in collaboration with DENR with support from the Union of Local Authorities of the Philippines (ULAP) which was held last April 29-30 2014 entitled, National Forum on Artisanal and Smallscale Mining (ASM) in the Philippines: Issues, Opportunities and Ways Forward PHILIPPINES POVERTY ENVIRONMENT INITIATIVE (PPEI) The PPEI Phase 2 (C.Y. 2015): Scaling-up and Institutionalizing the Gains 1. Improved national policies on ensuring equitable sharing of national wealth to local government 3. Improved national and local government understanding on linking poverty-environment concerns in governance 2. Improved utilization of benefits from ENR through mainstreaming of poverty-environment linkages into local development planning and programming frameworks in selected LGUs 4. National and local governments’ mechanisms, systems and tools improved for ENR benefits sharing 5. Improved regulatory framework for small-scale mining for an optimized contribution to inclusive and sustainable development PHILIPPINES POVERTY ENVIRONMENT INITIATIVE (PPEI) Output 1. Improved national policies on ensuring equitable sharing of national wealth to local government • Review and support for needed revisions of policies, processes and procedures on benefit sharing - Evaluation of the fiscal regime on national wealth sharing (Fisheries, Forestry/ Biodiversity, Energy and Mining) and its impact on national and local development esp. on poverty reduction and human development - Consultations with national and local stakeholders • Information, education and communication campaign for ENR benefit sharing in development planning - Discussions and consensus among stakeholders with participation of senior staff from NGAs, LGU leagues, LGUs, mining and energy companies, NGOs/local CSOs and journalists to support legislation that will allow direct payment to LGUs of their shares in the national wealth and automatic appropriations PHILIPPINES POVERTY ENVIRONMENT INITIATIVE (PPEI) Output 2. Improved national and local government understanding on linking poverty-environment concerns in governance • Development of inclusive ENR business models showcased in selected LGUs - Study on the development of business models incorporating value chain strategy for ENR-dependent communities and enterprises for eventual showcasing in selected LGUs PHILIPPINES POVERTY ENVIRONMENT INITIATIVE (PPEI) Output 4. National and local governments’ mechanisms, systems and tools improved for ENR benefits sharing • Support to transparency and accountability through data and information management at the local level - Development and installation of data management tools on ENR revenues at the national level including the disaggregation of the shares from the national wealth by sector PHILIPPINES POVERTY ENVIRONMENT INITIATIVE (PPEI) Output 5. Improved regulatory framework for small-scale mining for an optimized contribution to inclusive and sustainable development • Rapid assessment of the small-scale mining industry looking at its environmental, economic and social implications - Development of baseline and case studies on artisanal and small-scale mining in vulnerable and marginalized communities, to focus on IPs, women and youth with policy recommendations for NGAs and LGUs - Conduct of a study on the assessment of the impact of Social Development and Management Programs of largescale mining and energy companies in selected host communities in the Philippines PHILIPPINES POVERTY ENVIRONMENT INITIATIVE (PPEI)
