• Russia / Caspian Sea
– Government currently analyzing the best regulatory
approach:
– Ressource Royalty but differential rate
– Pollutent Environmental regulation
– Improve monitoring and regulation enforcement is key
– More than infrastructure and capacity limitation, Sibur
consider Consensus approach is key(enhanced dialogue
incl Govt, upstream, dowsntream)
– Kazakhstan is starting satellite monitoring capacity

• Africa Gulf of Guinea
– The dominent player is Nigeria with a key role for others
countries Cameroon and Equatorial Guinea
– Regional market can absorb most of the flared gas in the
power sector and other industries
– Nigeria is leading the way with LNG and gas export (West
Africa gas pipeline) and the domestic Nigerian market for
power and other industries which can absorb all flared gas
– Equatorial Guinea is already a bridge for its own gas export
as well as from Cameroon
– GGFR is expected to continue to play a leading role in
mobilizing ressources for project execution as a safe
platform for discussing and resolving difficult issues

• Middle East / North Africa
– All countries are aware and have launched programs to
reduce continuous flaring (excepte Iraq.)
– The issue of DATA is shared by all countries GGFR to roll
out DATA tools
– Capacity building and assistance needed for CDM
– Oman and Qatar volunteered to host and/or kick off a gas
regional study/conference lead by World Bank GGFR

Brazil
– Brazil flaring reduction based on natural gas usage
– 91% gas utilzation rate despite of production growth
– In the future, PetroBras to invest to maintain rate at 91%
GGFR
– To identify flaring reduction project
– Combining vented gas with gas stream going to the flare
can dramaticaly increase the economics of the project

– To advance the use of methan vented through cost effective
projects devt
