www.hertsdirect.org SEND Green Paper Update • Green Paper came out earlier this year • Proposes a radically different system that: – Supports better life outcomes for young people with SEND/LDD – Gives parents more confidence by giving them control – Transfers power to front-line professionals and to local communities www.hertsdirect.org SEND Green Paper Update - 2 • The Green paper proposes: – A new approach to identifying SEN – A single assessment process ‘Education, Health and Care Plan’ – A local offer of all services available – Parents to have the option of a Personal Budget by 2014 – Giving parents a real choice of school – Greater independence to the assessment of children’s needs www.hertsdirect.org SEND Pathfinder • Invitation issued to Local Authorities to become a Pathfinder • Activities that all Pathfinders need to test, including: – Voluntary sector engagement – Assessment and planning that involves the views of parents, children & young people – A single plan from birth to 25, focusing on outcomes – A multi-agency approach – Links between support planning and strategic commissioning – Pooled & aligned budgets – Transferability of support across area boundaries – Value For Money and cost – Mediation for parents www.hertsdirect.org SEND Pathfinder - 2 • Activities that Pathfinders can choose to test: – Personal Budgets – Age Range – Support to Parents – Support to vulnerable children – Banded funding www.hertsdirect.org SEND Pathfinder - 3 • • • • • Hertfordshire put in a bid to become a Pathfinder Hertfordshire has been chosen as one of the 20 Pathfinder areas Pathfinder will run from now until March 2013 We will be testing the following: – Single assessment & plan – Personal Budgets – Transition to adulthood & employment – Engagement of parents & voluntary/community sector Setting up project groups now www.hertsdirect.org Update on LDD Work within Services for Young People – the LDD Placement Budget & Panel Process www.hertsdirect.org Context • Part of LA and YPLA legal duties under ASCL Act • Duties relate to securing education and training • • provision for learners with LDD Supported by 2 main YPLA publications: – LDD Placement Technical Guidance for Independent Specialist Providers 2011/12 – Placement Information for Independent Specialist Providers 2011/12 YPLA allocate indicative budget on an annual basis for LA to commission specialist provision for LDD Learners on an individual basis www.hertsdirect.org Who is Eligible for LDD Placement Budget Funding? • Youth Connexions Personal Adviser collates information to support the case • Case considered at Pre-panel Meeting to ensure all relevant information available Case presented to LLDD Placement Panel • • Panel make decision based on evidence/ask for further • information as necessary Panel request funding from other agencies where appropriate www.hertsdirect.org LLDD Placement Panel • Meets monthly between November and March • Hears/considers local specialist provision & ISP • requests for funding Consists of the following: – Placement and Commissioning Officer (Chair) – LDD Services Manager, Youth Connexions – Representatives from other agencies e.g. HCS; LA etc. www.hertsdirect.org Information Required by LLDD Placement Panel • LFLW Framework • S139A/LD Assessment • Up-to-date reports, including (as appropriate): • – School annual review reports – Medical reports – Therapy reports e.g. physiotherapy, SaLT etc. – Educational Psychologists reports – Care Plan – Pathway Plan YPLA Guidance www.hertsdirect.org LDD Panel Workshop - 1 • We have provided you with paperwork for 7 learners (anonymous of course!) – Case 1 – local verses ISP offer – Case 2 – ISP with exceptional funding – Case 3 – learner with ASD and related issues – Case 4 – learner with complex medical and support needs (local offer) – Case 5 – learner with BESD – Case 6 – learner with sensory needs – Case 7 – learner who has engaged in college courses before www.hertsdirect.org LDD Panel Workshop - 2 • Please review cases as instructed by Workshop Leaders • Please assume that you are the LDD Panel and discuss as follows: – Do you think that the course meets educational and support needs?
