SEND Green Paper Update
• Green Paper came out earlier this year
• Proposes a radically different system that:
– Supports better life outcomes for young
people with SEND/LDD
– Gives parents more confidence by giving
them control
– Transfers power to front-line professionals
and to local communities

The Green paper proposes:
– A new approach to identifying SEN
– A single assessment process ‘Education, Health and
Care Plan’
– A local offer of all services available
– Parents to have the option of a Personal Budget by
2014
– Giving parents a real choice of school
– Greater independence to the assessment of
children’s needs

SEND Pathfinder
• Invitation issued to Local Authorities to become a Pathfinder
• Activities that all Pathfinders need to test, including:
– Voluntary sector engagement
– Assessment and planning that involves the views of parents,
children & young people
– A single plan from birth to 25, focusing on outcomes
– A multi-agency approach
– Links between support planning and strategic commissioning
– Pooled & aligned budgets
– Transferability of support across area boundaries
– Value For Money and cost
– Mediation for parents

Who is Eligible for LDD Placement Budget

Young person requires the following:
– A bespoke package
– Intensive, trained, skilled assistant to enable access
to the curriculum
– Multi-agency input

Why Out County Placements?
• Can only be used when educational needs
cannot be met locally, usually for the following
reasons:
– Complex physical and/or medical needs
– Complex and multiple disabilities
– Challenging behaviours
– Sensory impairments where local providers
cannot provide appropriate support

How Does the Local Authority Make
Funding Decisions?

to support the case

Case considered at Pre-panel Meeting to ensure all
relevant information available
Case presented to LLDD Placement Panel

• Panel make decision based on evidence/ask for further

information as necessary
Panel request funding from other agencies where
appropriate

LLDD Placement Panel
• Meets monthly between November and March
• Hears/considers local specialist provision & ISP
•
requests for funding
Consists of the following:
– Placement and Commissioning Officer (Chair)
– LDD Services Manager, Youth Connexions
– Representatives from other agencies e.g. HCS; LA
etc.
